Description
This is a special notice prepared in accordance with Federal Acquisition Regulation (FAR) 5.2 ""Synopses of Proposed Contract Actions."" US Army Corps of Engineers (USACE), Portland District intends to award a sole-source, contract with the ABB Enterprise Software Inc; 400 Perimeter Ctr Ter Ste 500; Atlanta, GA 30346. The US Army Corps of Engineers � Portland District (NWP) Contracting Division is soliciting for services for robotic inspection of transformer T1A at Detroit Dam, Marion County, Oregon. � Background: The purpose of this service is to inspect the transformer in an effort to determine the cause of hot metal gassing issues that have been identified by Willamette Valley Project. The transformer bank is currently out of service. This style of transformer makes it very difficult for a person to gain access for visual inspection. Also, by using robotic means the oil does not need to be drained out mitigating potential environmental impacts associated with inspection. The contractor will be required to use a submersible robot for the transformer inspection. The contractor will also be required to provide personnel qualified to operate the submersible robot. The contractor will deliver key internal photos to USACE, Portland District. Essential tasks include: 1) Task 1 � Inspect Detroit Dam Transformer T1A using a submersible robot designed specifically for transformer inspections. Search for visual indications of faulted equipment or damage that is causing the identified hot metal gassing issues. Provide USACE with a report including key pictures from the inspection and a narrative detailed any transformer areas that were not able to be investigated due to size constraints or robot maneuverability issues. 2) Task 2 � Inspection Report � Contractor performs internal inspection of Detroit Dam Transformer T1A c. The Government Will Furnish: The Government shall furnish, without cost to the Contractor, the following items to be used only in connection with the performance of the work: Staff for the de-energization, lock out, and tag out of the transformer. Staff for removing and reinstalling transformer access covers. Availability of staff for discussion if the contractor has any issues to elevate, or questions to ask pertaining to the tasks in the Performance Work Statement. d. The Contractor Shall Furnish The Contractor shall provide all personnel, equipment, supervision, and other items and services necessary to perform submersible robot transformer inspection. The statutory authority for this non-competitive acquisition is 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1 and DFARS 206.302-1, Only one responsible source and no other services will satisfy agency requirements. A SOLICITATION WILL NOT BE POSTED. The Government intends to proceed with this sole source action. The NAICS code is 221111, Hydroelectric power generation. The size standard as defined by the U.S. Small Business Administration is 500 Employees. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTATIONS. Interested vendors must show clear and convincing evidence that competition of this requirement would be advantageous to the Government by submitting a capability statement demonstrating ability to 1) conduct transformer inspections utilizing a submersible robot; 2) past project experiences with transformer inspections utilizing a submersible robot; 3) experience creating detailed inspection reports on transformers. If no affirmative written responses are received by 02:00 PM local time on 14 Feb 2020, an award will be made without further notice. Oral communications are not acceptable in response to this notice. A determination by the Government not to compete this proposed requirement is solely within the discretion of the Government.
