SPECIAL NOTICE: 36C24920Q0098 Description: Notice of Intent to Sole Source The Department of Veterans Affairs (VA), Network Contracting Office (NCO) 9, intends to issue a Firm Fixed Priced contract under the authority of FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements, on or about March 1, 2019 to Philips Research North America. The period of performance will be 03/01/2020-07/31/2020. The James H. Quillen VA Healthcare System (VAHCS) has a requirement for a service contract on Philips Medical Systems MRI Imaging equipment Achieva 1.5T, and the Dimplex Thermal Solutions MDKool Series Chiller, which shall provide routine preventative and corrective maintenance in order to ensure optimal working condition and lessen the likelihood of down time. This requirement includes weekday standard hours from 8AM-5PM, M-F on all equipment corrective maintenance and preventative maintenance, with a one-hour phone response, 4-hour on-site response time, and Philips Healthcare remote services. This contract is to be in effect no later than March 1. 2020 and will expire July 31, 2020. NCO 9 intents to non-competitively award this requirement to Philips Research North America since only Philips Research North America authorized representatives can perform maintenance using proprietary software and hardware updates/upgrades. The North American Industry Classification System (NAICS) code for this requirement is 811219 with the size standard of $22 million. This notice of intent is not a request for proposals or quotes. However, all responsible sources may submit an offer and technical capabilities/narrative that proves by clear and convincing evidence that the current guarantee provided by Philips Research North America, for the currently MRI will not be voided by having a contractor other than Philips Research North America conduct the above referenced maintenance. If said offer and technical capabilities/narrative is received within ten calendar days of publication of this notice, the narrative will be considered by NCO 9. All responses must be submitted to the Government point of contact at the email address shown below. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
