This is a SOURCES SOUGHT NOTICE ONLY. This SOURCE SOUGHT NOTICE is for the purpose of Market Research. Response to this notice will be used for information and planning purposes. No proposals or quotes are being requested or accepted with this notice. THIS IS NOT A SOLICITATION FOR PROPOSALS or QUOTES and NO CONTRACT SHALL BE AWARDED FROM THIS NOTICE. This notice shall NOT be construed as solicitation or as an obligation on the part of the Department of Veterans Affairs (VA). Responses to this notice is not a request to be added to a prospective bidders list or to receive a copy of the solicitation. The Network Contracting Office (NCO) 16 is seeking preferably Service Disabled Veteran Owned Small Businesses, or Small Businesses (but will accept other than small business for market research purposes), capable of providing consultations and analysis of Thyroid Fine Needle Aspirations services for the G. V. (Sonny) Montgomery VAMC, Jackson, MS. See DRAFT Statement of Work for detailed description of services. The NAICS code is 621511�Medical Laboratories and the Size Standard is $32.5M. V. (SONNY) MONTGOMERY, VA MEDICAL CENTER JACKSON, MS STATEMENT OF WORK The G.V. (Sonny) Montgomery, VA Medical Center (VAMC), Pathology & Laboratory Medicine Service (P&LMS), Jackson, MS, has a requirement for consultation and analysis of Thyroid Fine Needle Aspirations and other specialty testing. P&LMS is a clinical laboratory that does a wide menu of laboratory testing to include Anatomic Pathology services and Clinical Laboratory services. Throughout the fiscal year, P&LMS is in need of highly specialized testing not routinely offered by our lab or any other commercial reference lab on an FSS schedule. The requirements and performance of this contract shall be in accordance with contract requirements. This requirement addresses those patients who have had a thyroid biopsy and tissue that need to be sent for further testing to determine if the patient has cancer. These patients are poor candidates for surgery due to multiple comorbidities. The initial cytology results were indeterminate. In order to determine if the thyroid has a malignancy, there is a test called Afirma that measures the expression of 167 genes. This test is a genetic classifier and it is the only one of its kind currently available in the U.S. The results of this test will help the clinicians determine if the risk of surgery is warranted in these patients. P&LMS Jackson, MS, is estimating they will send 10 patient samples per year throughout the contract period requested. The tissue is extracted during a fine needle aspiration. The sample is sent to this laboratory where a gene Expression Classifier determines the expression profile of RNA isolated from the nodule to determine if benign or suspicious for malignancy. RESPONSIBILITIES OF CONTRACTOR'S LABORATORY The Contractor shall provide personnel to perform the following tests referred by the G. V. (Sonny) Montgomery, VA Medical Center, 1500 East Woodrow Wilson Drive, Jackson, MS as required: 1. Contractor shall perform tests as required by VAMC. 2. Test will be shipped to Contractor via vendor s required shipping service. G.V. (Sonny) Montgomery VAMC P&LMS will be responsible for sending specimens to contractor. Turnaround Time Testing will be performed within the published turnaround times established by contractor s Laboratory Test Directory. Contractor shall consistently meet its published turnaround times and closely monitor its ability to meet published turnaround times as an indirect measure of testing capacity. As testing demand warrants, vendor may initiate additional runs, hire additional employees, and/or purchase additional equipment to meet the needs of new, guaranteed, or anticipated business. 3.
