Description
The General Services Administration (GSA) Federal Acquisition Service (FAS), Professional Services and Human Capital Category (PSHC) has a requirement to acquire analytical laboratory services support for Joint Base Lewis-McChord (JBLM). JBLM has a need for analytical laboratories under NAICS code 541380, to provide timely chemical analysis of the following test sample LOTS: 1.�������� Clean Air/TSCA 2.�������� Hazardous Waste Management 3.�������� Solid Waste 4.�������� Biosolids 5.�������� Pre-Treatment 6.�������� Waste Water 7.�������� Stormwater 8.�������� Drinking Water This acquisition is for a Firm-Fixed-Priced (FFP), Indefinite-Delivery Indefinite-Quantity (IDIQ) Contract for a 12-month base period with one 12-month option period, and will be awarded to a single contractor on a PER LOT basis.�The solicitation will be issued as a commercial RFQ in accordance with FAR part 12. A streamlined Lowest Price Technically Acceptable evaluation process will be the source selection approach. This is an unrestricted acquisition. It is required that�offerors must at a minimum own a testing laboratory within 50 miles of the JBLM Main Gate at 2012 Liggett Ave, Joint Base Lewis-McChord, WA, 98433. There is no requirement that all the sample tests must be performed at this site. Offerors must additionally provide verification with the offer that all proposed testing laboratories are properly certified/accredited to all applicable WA state and federal standards involving the sample testing methods performed at the proposed laboratories. � The anticipated release date of the solicitation is February 11, 2020, with a response due date of 30 calendar days thereafter. The date is subject to change. When posted, a copy of the solicitation will be available at https://beta.sam.gov/.�All responsible sources will be able to submit a proposal which will be considered by the Contracting Officer for this acquisition.�Offerors wishing to submit an offer are responsible for downloading their own copy of the�solicitation and for frequently monitoring the site for any amendments. In order to submit a proposal, offerors must be registered in GSA�s electronic Web-based Order Processing System, currently ASSIST/ITSS. Failure to respond to the electronically posted�solicitation and associated amendments by the date and time set for receipt of quotes will render any vendor's offer non-responsive and will result in its rejection without any further evaluation.
