Description
The Government is seeking interested parties and industry feedback for the below description of work for and �industry's recommendation for the proper NAICS classification NAICS 237990 or 562910. THIS IS NOT A SOLICITATION. THIS REQUEST IS FOR INFORMATION MARKET RESEARCH PURPOSES ONLY.� NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS SURVEY. This Request for Information (RFI) will be utilized by the U.S. Army Corps of Engineers, Detroit District to establish a list of sources interest in the FY20 St. Louis River AOC Azcon Slip Sediment Remediation. The U.S. Army Corps of Engineers Detroit District is seeking firms that have the capability to provide construction services for remediation of contaminated materials including: dredging, dewatering, disposal, and placement of subaqueous cap. The project site is located in Duluth, St. Louis County, MN. General Azcon/DSPA Slip is an active manmade slip surrounded by land on three sides and is located at the mouth of the St. Louis River near the Duluth Entrance of the Duluth-Superior Harbor, within the boundaries of the St. Louis River AOC (SLRAOC). Azcon/DSPA Slip and the surrounding area is highly industrialized as it has been for over a century. Current tenants of Azcon/DSPA Slip include Azcon LLC, a scrap metal processor, on the north side of the slip, and the Duluth Seaway Port Authority (DSPA) on the south side (also called the Garfield C Dock).� The west end of the slip is located at Helberg Drive.� The slip opens to the Duluth Harbor on the east end of the slip. Required work will consist of the following: 1.� Provide all work, materials, equipment, labor, supervision, management, and administration to construct a remedial cap in Azcon/Duluth Seaway Port Authority (DSPA) slip in the Duluth-Superior harbor. This slip has areas with sediment concentrations for contaminants of concern above the respective clean up levels.diation, located in Duluth, St. Louis Minnesota. 2.� Mobilize to the site and install a silt curtain. Dredge slip with a mechanical plant and treat sediment in scows at the slip with 5% Portland cement, transport to Erie Pier for offload into trucks and dispose of at local landfill. Place subaqueous cap consisting of two layers: Layer A cap consists of dredged material from Duluth Anchorage Area navigation channel, place layer A cap and then place layer B cap consisting of 2� and 4� armor stone. Ongoing surveys by the Government will be done after each construction feature is installed to verify cap thickness. Demobilize. - Qualified companies are encouraged to respond. - The contractor will have an estimated 90 calendar days to complete this requirement. - The contract is expected to be awarded around August 2020. - The estimated cost of construction is between $1,000,000 and $5,000,000 In order for the Government to determine the extent of industry interest and experience in the project, interested contractors shall complete the information at the bottom of this sources sought Notice The responses received to this notice shall be in summary format and shall not exceed five (5) pages, including the Sources Sought Information below.
