Description

NAVAIR intends to enter into sole source negotiations and subsequently award an Order under Basic Ordering Agreement N00019-16-G-0006 to General Atomics (GA), San Diego, California (CA). This contract is for the procurement of efforts required for ECP-I-EMALS-0006, ECP-I-EMALS-0013, and ECP-I-EMALS-0015 for the Electromagnetic Aircraft Launch System (EMALS). The purposes of these ECPs are to adopt changes made during CVN 79 production to the programmable logic controller (PCL), UIC100, and PC-104, Crystal Rugged Server, Windows 10 Operating System and Maintenance Portable Workstation as the EMALS baseline and to introduce these changes to the CVN 78 configuration. As the sole designer, developer and manufacturer of EMALS and AAG, GA is the only source with the requisite knowledge, experience, and technical expertise to provide the required supplies and services. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The authority permitting other than full and open competition is Title 10, U.S. Code 2304 (c)(1), as implemented by FAR 6.302-1, 'Only One Responsible Source', and no other supplies or services will satisfy agency requirements. There is no commitment by the Government to issue a solicitation, make an award, or be responsible for any money expended by interested parties before award of a contract for efforts described above.
