- *** NOTE: THIS IS PRESOLICITATION SYNOPSIS ONLY - SOLICITATION TO FOLLOW *** To cover the cost of labor, equipment and materials for REPLACE 15kv CABLES, LOOP #3 SOUTH 3B1 - 3B2, per scopes of work, at the Watervliet Arsenal, Watervliet, NY 12189-4000. The magnitude of this procurement is between $500,000 and $1,000,000. The proposed contract is 100% set aside for small business concerns. One or more of the items under this acquisition is subject to the World Trade Organization Government Procurement Agreement and Free Trade Agreements. The projects also intend to follow the sustainable acquisition principles of Federal Acquisition Regulation (FAR) Part 23, as applicable. In order to be eligible for award, the successful offeror's System for Award Management (SAM) Registration must be active and include representations and certifications. Estimated issue date of solicitation is Monday, 21 February 2020; whereas which time all documents pertinent to this solicitation will be released. No requests for information will be granted prior to this date. This solicitation will be issued electronically, therefore hardcopies will not be provided. Upon release of the solicitation, it will be available on the Federal Business Opportunities website at https://www.BETA.SAM.gov and will be listed under Army Contracting Command ACC-WVA (ACC-WVA). CAUTION: This solicitation will be issued electronically as will any amendments thereto. Because of this, the Government is under no obligation and is in fact unable to maintain a bidder's mailing list. It is therefore incumbent upon any interested parties to periodically access the above Internet address in order to obtain any amendments that may be issued. Failure to obtain any said amendments and to respond to them prior to the date and time set for receipt of offers may render your offer nonresponsive and result in the rejection of same.
