Description
Title: Effort to establish� multiple Blanket Purchase Agreements (BPA) for hotel/motel sheltering services under FEMA Transitional Sheltering Assistance Program.� The federal government requires hotel and motel rooms within the Southern region of the Commonwealth of Puerto Rico for short term lodging for displaced disaster survivors. The Government will establish one or more blanket purchase agreements to meet the immediate need. All room types needed including Accessible Rooms (Hearing/Mobility/Roll-In Showers) and Pet Friendly are requested.� Establishments must be licensed, registered, and in compliance with current industry fire and safety standards.� Facilities must have been inspected and certified by the Municipality ensuring the hotel or motel is structurally sound. Notice: This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is RFQ #70FBR220Q00000018 and is issued as a Request for Quotes (RFQ). The associated North American Industrial Classification System (NAICS) code for this procurement is 721110 . This effort is solicited as a local area set-aside in accordance with the Robert T. Stafford and Local Community Recovery Act of 2006.� Per FAR 26.202 Local Area Preference, preference shall be given, to the extent feasible and practicable, to local firms. This effort will consider potential offerors doing business in the area affected by the resent earthquakes and as declared by Presidential Disaster Declaration DR-4473-PR.� Attachment #2 (Map of Designated Municipalities) to this RFQ identifies the declaration area.� Description of Requirement: The Government's intent is to issue multiple Blanket Purchase Agreements (BPAs) to fulfill the requirement to provide hotel/motel rooms at multiple locations.� The required period of performance for these services will be six (6) months.� The ceiling price for any subsequent blanket purchase agreement is $7,998,000.00.� Contractors shall furnish hotel rooms if and when requested by the Contracting Officer (or the authorized representative of the Contracting Officer) during the specified period of performance and within the ceiling limits established.� The Government will be obligated only to the extent of authorized call orders issued under the BPA.� Individual call orders shall not exceed $250,000.00.� A list of individuals authorized to make purchases under the BPA shall be furnished to the contractor by the Contracting Officer.� Due to the uncertainty of specific locations across the island where survivors may need sheltering at the time of solicitation, the agency will issue requests for quotes to BPA schedule holders under competitive procedures with the intent to establish call orders for services at designated locations if and when needed.� The Government reserves the right to award multiple BPAs or award a single Blanket Purchase Agreement (BPA) from responses received to this solicitation. A description of the required services are outlined in Attachment #1 (Statement of Work) (SOW) and attached to this solicitation.�
