- The National Park Service, Department of Interior, is soliciting quotes for companies who can provide staffing services for Glacier National Park Visitor Transportation Services. The solicitation will be issued electronically, on the beta.SAM.gov and FedConnect websites. Paper copies of the solicitation when issued will not be made available. This pre-solicitation announcement is not a solicitation document, but pre-notice of an upcoming solicitation. Specific instructions on submitting your quotes will be contained in the solicitation documents to be issued on or after the date listed below. The System for Award Management (SAM) is an on-line Internet system. Prior to SAM, vendors were required to submit Representations and Certifications (Reps and Certs) for individual large purchase contract awards. Now, using SAM, a contractor can enter their Reps and Certs information once for use on all Federal contracts. This site benefits the contractor by allowing them to maintain an accurate and complete record. The SAM site can be found by going to http://www.sam.gov and clicking on ""Online Reps and Certs Application"" on the left side of the screen. If you need technical assistance with SAM.gov, go to the SAM Home Page and click on the Service Desk link. You are required to have a DUNS number and an active registration in SAM, System for Award Management (www.sam.gov) in order to conduct business with the Federal Government. Solicitation Proposed Issue Date: Estimated issuance on or after February 17, 2020. Description: Provide visitor transit service bus drivers. National Park roads and visitor transportation systems are intended to enhance visitor experiences while protecting park resources. Transportation is an important connection between the National Park Service�s mission of resource protection and visitor enjoyment. The purpose of the shuttle in Glacier National Park is to provide a great and cost-effective way to experience the Park using alternative transportation. At no cost to the Contractor, the government shall furnish transit vehicles. The NPS shall provide vehicles and remain the sole owner of the vehicles, and nothing contained in a potential Contract or in the payment of services shall enable the Contractor to acquire right, title, or interest in or to government property. The current fleet of transit vehicles consists of 25 Sprinter-style diesel powered 14-seat buses (Diamler-Chrysler and Freightliner), 8 Glaval 29 seat buses, 2 International Colonial 23 seat buses, and 1 Ford F450 15 seat bus. All buses are equipped with wheelchair accessible lifts. The age of the fleet ranges from 2006 to 2019 with mileages between 1,855 and 165,000 miles. The NPS shall be responsible for all licensing associated with the transit vehicles. Location of Work: Glacier National Park, Montana Type of Procurement: A negotiated labor hour contract will be awarded in response to the solicitation. Services period of performance: awarded contract will be a base year of May 1, 2020 to September 30, 2020, and one option year that runs from May 1, 2021 to September 30, 2021. This procurement is being solicited as a Woman Owned Small Business Set Aside. The small business size standard for NAICS 561320 is $30M. It is the policy of the Government to provide maximum practicable opportunities in its acquisitions to small business, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, and women-owned small business concerns. Such concerns must also have the maximum practicable opportunity to participate as subcontractors in the contracts awarded by any executive agency, consistent with efficient contract performance. All offerors are strongly encouraged to contact their local Small Business Administration Office to post their need for qualified subcontractors on SUB-Net accessed at http://web.sba.gov/subnet. Small Disadvantaged Business and HUBZone firms must be certified in accordance with solicitation clause, FAR 52.219-8-Utilization of Small Business Concerns.
