- THIS IS NEITHER A REQUEST FOR QUOTATION (RFQ) NOR A REQUEST FOR PROPOSAL (RFP).� DO NOT SUBMIT PRICING OR PRICE-RELATED INFORMATION.� THIS REQUEST IS FOR INFORMATIONAL PURPOSES ONLY. The Improper Payments Elimination and Recovery Act of 2010 (IPERA); P.L. No. 111-204) requires Offices of Inspector General (OIGs) to review and report on agencies� annual improper payment information included in their Agency Financial Reports (AFRs) to determine compliance with the Improper Payments Information Act of 2002 (IPIA; P.L. No. 107-300) as amended by IPERA as well as the Improper Payments Elimination and Recovery Improvement Act of 2012 (IPERIA; P.L. No. 112-248). Treasury OIG conducts an annual performance audit to determine Treasury�s compliance with IPERA, as amended, in accordance with generally accepted Government Auditing Standards and related Office of Management and Budget (OMB) guidance. In accordance with IPERIA and EO 13520, OIGs are to review management�s assessment of the level of risk, the quality of the improper payment estimates and methodology, and the oversight and financial controls in place to identify and prevent improper payments. OIGs are to make recommendations, if any, for modifying agency plans related to its high priority programs to include improvements for determining and estimating improper payments. As a result, the Department of the Treasury Office of Inspector General (TOIG) is conducting Market Research in search of Small Business concerns that have the following capabilities: a. The ability to perform audits of improper payment information; b. Knowledge and experience with IPERA compliance requirements; c. Knowledge and experience with utilizing Generally Accepted Government Auditing Standards; d. Familiarity with the Office of Management and Budget (OMB) Circular A-123, Appendix C; OMB Memorandum M-18-20; and Council of Inspector Generals on Integrity and Efficiency (CIGIE) IPERA Guide. e. The ability to perform tests of compliance with laws and regulations that could have a direct and material effect on financial statements; f. An understanding of the control activities relevant to audits to understand and assess the risk of material misstatements at the assertion level; and g. The ability to determine whether basic financial statements are presented fairly and conform to accounting principles generally accepted in the U.S. In response to this Sources Sought, interested parties must provide a capability statement, line card, brochure, catalog or other information which identifies their capabilities and services provided to the general public void of any pricing or price-related information. Information should also summarize similar previous work performed with other federal agencies. �Any submitted information that contains price-related information will be discarded. Responses to this Sources Sought must be sent by the due date and time via email to Pamela Robinson at robinsonp@oig.treas.gov.� Interested parties should also provide their Point of Contact information as well as their applicable Multiple Award Schedule (MAS), Best-In-Class (BIC) contract, Government-wide acquisition contract and multi-agency contract information.
