Units offered will be required to be specifically compatible with Strainrite brand name water filter housings and shall be on the list of filters approved by the Washington State Department of Health for use in potable water filtration. This is a combined synopsis-solicitation issued in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The announcement constitutes the only solicitation and a written solicitation will not be issued. The solicitation number 140P8320Q0014 is being issued as a request for quotation (RFQ) as a total (100%) small business set-aside. The applicable NAICS code is 221310 with the size standard of $30 million dollars within the past three years. The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2020-04 effective 01-15-2020. The provision at 52.212-1 Instructions to Offerors-Commercial Items applies to this solicitation. The provision at 52.212-3 Offeror Representations and Certifications � Commercial Items applies to this solicitation � the selected offeror must be registered and have an active SAM profile available in the System for Awards Database (see below) with completed representations and certifications on the close date of this RFQ in order to be considered eligible for award. The clauses at FAR 52.212-4, Contract Terms and Conditions � Commercial Items; and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders � Commercial Items, applies to this acquisition, to include the following clauses sited and incorporated by reference: 52.209-6, 52.219-6, 52.219-28, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-36, 52.222-50, 52.223-18, 52.225-3 Alternate II, 52,225-13, and 52.232-33. DIAR clause 1452.204-70 is incorporated by reference. 52.212-2 Evaluation � Commercial Items (OCT 2014) The Government will award a single firm fixed-price purchase order resulting from this RFQ to the responsible offeror whose offer conforming to the solicitation represents the best value to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Technical capability of the unit to meet the requirement by the Washington State Department of Health for use in potable water filtration (Pass or Fail); and be compatible with Strainrite brand filter housings (Pass or Fail). Price. Past performance of supplying similar products to Federal Government customers (Pass or Fail). Technical and past performance, when combined, are less important than price. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. It is the responsibility of each offeror to ensure their profile information and current in the System for Awards Management (SAM) Database (https://www.sam.gov) in order to prevent future complications.
