- Combined Synopsis/Solicitation The National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations (OMAO), Procure 8000 Meter Spool of .322 cable for NOAA Ship Henry Bigelow in accordance with attached statement of need. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number NMAN2145-20-00619 is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-04 This acquisition is a total small business set-aside under NAICS code 332618, Other Fabricated Wire Product Manufacturing, with a business size standard of 500 Employees Line items are as follows: CLIN0001 Procure 8000 Meter Spool of .322 cable for NOAA Ship Henry Bigelow � �Introduction: The Atlantic Marine Center uses electromechanical cable to lower various scientific instruments over the side of their oceangoing research vessels. The cables support the instruments and provide the means for electrical signals to pass between the instruments and the vessel. It is typically called ""CTD wire"". The following specifications describe in general terms the significant characteristics the cable design must have. No priority is implied by the order given. General: An electromechanical cable is required to lower various scientific instruments over the side of an oceangoing research vessel. The cable shall be capable of safely lowering an instrument to 10,000 m water depth in the dynamic environment caused by ship and wave motion, and lowering/raising speeds of 52 m/min. Multiple conductors are required for the real time transmission of electrical data and control signals and for redundancy. The cable shall be capable of being stored under tension for five years on single drum winches to multiple layers. Resistance to crushing is required. It is expected that payloads will frequently produce loading of the cable (both static + dynamic) approaching 50% of rated breaking strength (RBS). The cable will be used with LEBUS grooved drum shell. The cable must be compatible with existing LEBUS grooved shells for a Markey DESH-5 winch. The Name, Address, Telephone Number, and DUNS Number of the Offeror; 3. Include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the RFQ. Quotes that reject the terms and conditions of the RFQ may be excluded from consideration;� 4. Acknowledgment of Solicitation Amendments (SF-30), if any. 5. Address the ability of meeting the requirements per the Specifications. Provide a specification sheet of wire being offered. � All responsible sources may submit a quotation which shall be considered by the agency. Quotes must be submitted via electronic means (e-mail) by 09:00 A.M. Eastern on February 14 2020; any award resulting from this RFQ will be made based on best value when compared to delivery, technical specification, and price. Quotes and Documents must be submitted to Christopher Baker at Christopher.Baker@noaa.gov All questions must be submitted in writing to Christopher.Baker@noaa.gov by 5:00 P.M. Eastern on February 10 2020. Telephonic requests will not be honored. Contractors are encouraged to register with the beta.sam.gov, Vendor Notification Service as well as the Interested Vendors List for this acquisition (see applicable tab within beta.sam.gov where this synopsis/solicitation is posted).
