Description
In accordance with Federal Aviation Administration (FAA) Acquisition Management System (AMS) Policy 3.2.1.2.1, Market Analysis, this Request for Information (RFI) seeks industry input, statements of interest, and capabilities from vendors. The responses to this RFI will be used for information purposes only and will not be released, except as required under the Freedom of Information Act (FOIA). Vendor proprietary information will be protected if appropriately marked. This announcement does not guarantee procurement and in no way commits the Government to enter into a contract. This announcement is neither a Screening Information Request (SIR) nor a Request for Proposals (RFP). The FAA will not accept unsolicited proposals. A potential procurement will include adherence to appropriate AMS Buy American and Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment clauses. The FAA seeks interested sources capable of providing five major equipment types including a hydraulic pressure unit (HPU), a hydraulic service manifold (HSM), an updated digital controller, client and server computers and test software, and a data acquisition (DAQ) system. A draft statement of work is attached to this RFI. The FAA asks industry to review and provide feedback regarding the requirements statement. The FAA has not determined the nature of the competition. Based on the responses from this RFI, the FAA may decide to do a full and open competition or set aside all or part of the procurement for small businesses or eligible socially and economically disadvantaged businesses certified by the Small Business Administration (SBA) for participation in the SBA's 8(a) Program. The purpose of this RFI is to solicit statements of interest and capabilities from small businesses, service-disabled veteran-owned small businesses, 8(a) certified firms, and all other business types and sizes, capable of providing the major equipment types required in the draft requirements document. This RFI will help obtain the information necessary to determine whether adequate competition exists to set-aside the competition among small businesses, service disabled veteran-owned small business or 8(a) certified firms. The North American Industry Classification System (NAICS) codes for this effort are: 335999 All Other Miscellaneous Electrical Equipment and Component Manufacturing, with a size standard of 500 employees. 333996 Fluid Power Pump and Motor Manufacturing, with a size standard of 1,250 employees In order to assist with acquisition strategy development and to gain a better understanding of the commercial marketplace, the FAA requests the following information from interested vendors: Capability Statement summarizing firm�s capability to meet all areas of the FAA�s requirement as specified in the draft Statement of Work; Relevant experience supplying similar equipment to the aerospace industry; Rough Order of Magnitude (ROM) estimate for budgetary purposes only; DUNS number and SAM Registration information; and Questions or comments regarding the draft requirements. All responses to this Request for Information must be received by 5 PM Thursday, February 20, 2020. The FAA will only accept submissions, including attachments emailed to the Contracting Officer, Anthony Doran (anthony.doran@faa.gov).
