Description
The On-board Vehicle Surveillance System (OBVSS) is a digital bus video camera system with audio capability designed to record on board images and sound. The systems were installed on U.S. government-owned buses and South Korean contract buses transporting Department of Defense Dependents Schools Activity (DoDEA) Pacific West elementary and secondary school students. The OBVSS were installed during the summer and early fall of 2014, with utilization of the systems beginning immediately with the start of school year 2014. Data captured by the OBVSS is transferred from the bus to a Student Transportation Office (STO) for review (of video and sound) on a Government computer. Each bus is equipped with three or four cameras, depending on the size and capacity of the vehicle. The 14 and 18 passenger buses are equipped with three cameras (two microphone enabled) and the larger buses have four cameras (three microphone enabled), with synchronized audio capability for monitoring student safety and security while in transit and during loading/unloading operations. Periodically, a bus may be replaced and/or retired at a Pacific West site within Korea. This creates a need to remove the OBVSS equipment from one bus, and reinstall the system on a replacement bus. This requirement is for a contractor to provide sustained scheduled and unscheduled maintenance support as well as removal/reinstallation services of OBVSS equipment on designated buses located in Korea
