Description
U.S. Army Engineer District, New York, CENAN-CT, 26 Federal Plaza, New York, N.Y. 10278-0090 The U.S. Army Corps of Engineers, New York District is issuing this Sources Sought Notice to determine if there is an adequate number of interested and qualified Small Business (SB) firms that are verified on the SBA website, and have the capability and bonding capacity for the following effort. The purpose of the proposed rehabilitation is to prevent further deterioration and loss of historic features and fabric of the Plum Island Lighthouse tower, roof and associated features. Specific goals are the salvage, restoration, and recasting of severely damaged or missing cast iron features of the tower and lantern, and rehabilitation and replacement of the roof, and associated cornices.� The contractor shall evaluate and verify the structural soundness of the tower, specifically the cast iron elements that have suffered water infiltration over the years and are now corroded. The roof, trim, and associated stonework shall also be evaluated for repair and replacement. The Contractor shall rehabilitate or replicate original ironwork, including replacement components that were not designed appropriately in accordance to the SOIs. The Contractor shall evaluate the existing roof, roof structure, and all flashings, and repair or replace as needed, including granite and chimney brick, and related masonry joints. Existing water leaks will be identified and repaired to make the structure completely water and weather tight.� The Contractor will conduct remediation for hazardous materials encountered during the scope of the project must be abated prior to beginning the work.� This site is listed on the National Register of Historic Places (NRHP) as Plum Island Light Station; (New York, Suffolk County; #11000014). All restoration activities must be accomplished in accordance with guidelines published by the New York State Historic Preservation Office (SHPO), New York and the Lighthouse Preservation Handbook.� Responses to this Sources Sought will be used by the Government for market analysis�only, as an aid in its making of the appropriate acquisition decision(s); such as, use of a small business set aside or full and open competition. This project is planned for advertisement around February 2020 with award around June 2020. In accordance with FAR 19.502-2, there must be a reasonable expectation to receive offers from at least two responsible small business concerns and at fair market prices.� Firms are strongly encouraged to respond to this notice to provide the expectation that these procurements can be set aside.� Contract durations is estimated to be 365 calendar days. �The North American Industry Classification System (NAICS) code is 236220 for Commercial & Institutional Facilities. �The SBA size standard is $36.5 million in average annual receipts. The estimated construction cost for this project is between $750,000 and $1,500,000.00.� All interested businesses should notify this office in writing and provide a response to the questions below: Prior Construction Performance � Submit a brief description of three (3) past performed projects, completed in the last seven (7) years (turned over to the customer), that included any of the following where you were awarded and executed as a Prime Contractor (if you were only a sub-contractor, please indicate accordingly): ��Building restorations � please provide specific examples of complete building restoration projects.� Include details regarding structures of any historic significance, etc. �Examples of government projects are preferred but not required.� Please indicate contractors role and dollar value of work performed. Provide a statement verifying the Prime Contractor is capable and will perform twenty (20%) of the work and indicate the type of work to be self-performed by the Prime Contractor. Provide identification and verification of the company as an SBA Certified Small Business. Provide CAGE Code and DUNS number. The interested contractor must indicate their capability of obtaining performance and payment bonds for a project in the dollar amount (price or range) listed above. All interested businesses should submit their responses�in writing as PDF documents emailed, or by hardcopy mailed,�to the point of contact listed below. The due date for responses is 14 February 2020, 02:00 PM EST.
