Description

This is a special notice prepared in accordance with Federal Acquisition Regulation (FAR) 5.2 �Synopses of Proposed Contract Actions�. US Army Corps of Engineers, Portland District intends to award a sole-source, Firm-Fixed Price contract with Simutech Group, Inc., 1800 Brighton Henrietta Town Line Road, Rochester, NY 14623-2508. The purpose of this acquisition is to renew ANSYS Maxwell software licenses and support and to purchase new ANSYS software. Duration for support would be for a one year period. Only this company can provide the software licensing required in order to perform vital engineering analysis tools. The statutory authority for this non-competitive acquisition is 10 U.S.C 2304(c)(1) as implemented by FAR 13.106-1(b) for purchases not exceeding the simplified acquisition threshold. A SOLICITATION WILL NOT BE POSTED. The Government intends to proceed with this sole source action. The NAICS code is 541519 - Other Computer Related Services. The size standard as defined by the U.S. Small Business Administration is $41.5 million. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTATIONS. Interested concerns must show clear and convincing evidence that competition of this requirement would be advantageous to the Government. All responsible sources may submit a quote to the contracting officer before the notice end date. If no affirmative quotes are received by 12:00 PM Pacific Time on 20 February 2020 an award will be made without further notice. Oral communications are not acceptable in response to this notice. A determination by the Government not to compete this proposed requirement is solely within the discretion of the Government. �Electronic responses and questions shall be submitted via email to dawn.r.simpson@usace.army.mil.� The US Army Corps of Engineers is not responsible for any costs incurred by responding to this notice.
