Description
The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisitions Division-Kansas City office intends to award, on a sole source basis, under the authority of FAR 13.106-1(b)(1), with R. M. Young Company, 2801 Aero Park Drive, Traverse City, MI� 49686, for 10 each Response One Weather Transmitters, Part Number 92000-1 for the National Data Buoy Center (NDBC) at Stennis Space Center, MS. Sole Source Justification NDBC has completed preliminary testing of the RM Young AN1 sensors and is ready to start the second round of testing the RM Young sensors in a marine environment. The RM Young is rated for marine application. The RM Young AN1 sensors is compatible in all aspects (form, fit, and function) with existing SCOOP and RM Young is uniquely qualified to meet these requirements. The RM Young AN1 sensor will interface with NDBC�s Self Contained Ocean Observing Platform (SCOOP) without modifications to the SCOOP�s software or hardware. The SCOOP was developed at NDBC to provide meteorological and oceanographic data from moored buoy platforms in remote open ocean locations. The SCOOPs are deployed around the costal United States, Alaska, Hawaii, open ocean, and the Great Lakes. NDBC has completed a preliminary round of testing at NDBC test facilities on three (3) of the RM Young Response One sensors. These sensors successfully completed the following tests: Compatibility with the SCOOP weather platform. RM Young sensors were confirmed to output data in the NMEA 0183, RS 232 format, thus no software revisions are required to SCOOP firmware to transfer data between the AN1 and SCOOP. The RM Young mounting device mounts directly to the SCOOP�s AN1 mounting stanchion without making modifications to the SCOOP stanchion. No hardware modifications are required to mount the sensor and the sensor north heading aligns to the SCOOPs system alignment. The three (3) RM Young sensor were tested at NDBC laboratories to confirm the RM Young sensor meets the accuracies stated on the sensor specifications documents. Following these initial rounds of testing NDBC engineering wants to conduct follow-up testing on the RM Young. This second round of tests are to evaluate the RM Young AN1 sensors performance in different marine environments. NDBC seeks to purchase ten of these RM Young, Response One sensors to install on SCOOP platforms in Northern and Southern mooring locations. These tests will analysis the RM Young AN1 sensors for accuracy and survivability on operational NDBC stations in southern and northern latitudes. Because the RM Young AN1 sensors have already completed the first phase of testing, NDBC seeks to only test the RM Young AN1 sensors during the second phase of testing. The second round of testing (at sea deployments) is scheduled for the spring of 2020. Delay in purchasing the RM Young AN1 would delay testing in the marine environment. Special Notice This is the only notice to be posted.� This special notice is not a request for competitive offers and no solicitation package is available. However, firms that believe they can provide the needed sensors may submit substantiating documentation in writing within the open period of this notice.� Responses can be sent via e-mail to shelley.smith@noaa.gov. Documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon response to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. If no documentation is received, award will be made directly to R. M.
