Description
1. DISCLAIMER This is a Request for Information (RFI) and a Sources Sought. This is NOT a solicitation for proposals, proposal abstracts, or quotations. This notice is for MARKET RESEARCH PURPOSES ONLY, and in no way obligates the United States Government to issue a solicitation or otherwise make a contract award. Any information submitted by respondents to this technical description is strictly voluntary. The Government will not pay for any information submitted in response to this notice and shall become the property of the Defense Threat Reduction Agency (DTRA). The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, DTRA may issue a synopsis and a request for proposal. However, responses to this notice will not be considered adequate responses to a solicitation which may be published in the future. NO classified or confidential information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s). Any proprietary information should be clearly marked. 2. REQUIREMENT The Nuclear Surety Department of the Nuclear Enterprise Division (NE-NS) of DTRA is seeking information and potential sources to procure Fire Hazardous Analysis (FHA) reports consisting of a (1) Fire Analysis, (2) Risk Analysis, and (3) Modeling Simulation Outputs for each identified zone. 3. BACKGROUND Pursuant to the Department of Defense Manual (DoDM) 3150.02, DTRA is responsible for providing �safety assessment support to the DoD Components as requested, to include conducting tests to verify safety data.� �Facilities are required a design Fire Hazardous Analysis (FHA) to be presented as a report during the 100% design review of a new facility. DTRA will require a post-construction review of the design FHA to identify any changes and assess their impact. Completing the pre-operational FHA starts a 5 year clock. The same review has to be accomplished every five years to ensure changes to mission of facilities do not require further assessment. 4. OBJECTIVES: The purpose of the Fire Hazardous Analysis is to comprehensively and quantitatively assess the risk from a fire originating from within individual fire zones in an Air Force facility to ascertain whether the Air Force life and weapon safety fire objectives are being met. The following are requirements, capabilities, and/or deliverables the U.S. Government may request in order to satisfy the criteria of the scope as outlined below and subsequently may issue a Request for Proposals (RFP): (1) Be able to assess the potential for a fire within each individual fire zone within the facility and its impact to life safety. (2) Be able to assess the risk from fire and related hazards (e.g., direct flame impingement, hot gases, smoke migration, firefighting water damage and drainage) controlled and stabilized during and after a fire. (3) Perform computer modeling simulations analysis of all fire analysis assumptions using a National Institute of Standards and Technology (NIST) model. (4) Provide an executable schedule for the accomplishment of each FHA report. Assume that the drawings of the facilities will be provided to the contractor. Assume that the work will be performed at the contractor�s site. 5. RESPONSE The U.S. Government invites sources that have the capability to meet these parameters and would have an interest to bid on a requirement of similar objectives to respond to this RFI. Responses shall be limited to five (5) pages. Company information shall not exceed one full page. Pages not included in the total page count are the company information page, cover page, the cover letter, and the table of contents. Your response should: Confirm interest in meeting purpose and objectives provided; Provide examples of past and current performance information consistent with the above purpose and objectives; Demonstrate capability to meet all requirements; Identify any aspects of the requirements and capabilities that cannot be met, any issues/concerns with the requirements as stated, and proposed solutions to address or remedy the issues/concerns identified; and Please list any computer program(s) you may potentially use in the computer modeling effort. Also please indicate if you anticipate using any program coding to produce the modeling of images of the assumptions. The submissions should provide administrative information to include the following: Company Information: Company name, CAGE Code, DUNS Number Name, mailing address, phone number, e-mail of designated point of contact Sources Sought Questionnaire: Is your company currently providing similar services under any U.S. Government contracts? If yes, for which agency(s)? What is/are the contract number(s)? What contract type? Who is/are the Contracting Officer(s) and Administrative Contracting Officer(s)? What are their pertinent phone numbers, e-mail addresses, etc.? How long has your company been providing these types of services? How long has your company provided this type of service to the Federal/DoD/State government? Which NAICS codes do you perform this service under? Which code(s) do you feel best represent this requirement?� Are you a small business concern?
