Market Survey DESCRIPTION OF INTENT: This is a Request for Information (RFI). No contract will be awarded from this announcement. This is not a Request for Proposal (RFP) or an announcement of a forthcoming solicitation, nor is it a request seeking contractors to be placed on a solicitation mailing list. Response to this market survey is voluntary and no reimbursement will be made for any costs associated with providing information in response to this market survey and any follow-on information requests. Data submitted in response to this market survey will not be returned. No solicitation document exists at this time, and calls requesting a solicitation will not be answered. It is the responsibility of Industry, when providing any comments/responses, to properly mark such information that is considered proprietary or is otherwise restricted. PROPRIETARY INFORMATION: It is the responsibility of Industry, when providing any comments/responses, to properly mark such information that is considered proprietary or is otherwise restricted. The United States Government (USG) is not obligated to protect unmarked data. Nor is the USG obligated for like data in possession of third parties or for data which is afterwards placed in the public domain by the contractor or by third parties through no fault of the USG. Should the USG need to reproduce the protected data for distribution purposes between USG offices, all such data will be reproduced with restrictive legends in place. The USG acknowledges its obligations under the Federal Acquisition Regulation 3.104-4 to protect confidential information provided to the USG (18 U.S.C. �1905). Pursuant to this statute, the USG is willing to accept any trade secrets or proprietary restrictions placed upon qualifying data forwarded in response to this RFI and to protect such information from unauthorized disclosure, subject to the following: � Qualifying data must be clearly marked PROPRIETARY and be accompanied by an explanatory text so that the USG is clearly notified as to exactly what data so qualifies. � Mark only data that is truly confidential. � Do not mark data that is already in the public domain or is already in possession of the USG or third parties on an unclassified basis. � Proprietary data transmitted electronically must have the PROPRIETARY legend on both the cover of the transmittal e-mail as well as at the beginning of the file. Proprietary information contained within the correspondence shall use the legends: ""PROPRIETARY PORTION BEGINS"" and ""PROPRIETARY PORTION ENDS."" Support Contractors: The USG sometimes uses support contractors in evaluating responses. Consequently, responses that contain proprietary information may receive only limited or no consideration since the Respondent�s marking of data as ""PROPRIETARY"" will preclude disclosure outside the USG and therefore will preclude disclosure to these support contractors assisting the evaluation effort. The USG will use its best efforts to evaluate those responses that contain proprietary information without using support contractors consistent with the resources available. All ESM kit deliveries must be completed by August 2021. The kit consists of an alternator, cabling and a power distribution unit. The vendor is responsible for providing a design with substantiating artifacts that demonstrate that their design meets vehicle performance requirements. The USG does not own and therefore cannot provide the Technical Data Package (TDP) for the ESM kit and the TDP for the vehicle. The LAV variants include the LAV-25, LAV - Logistics (LAV-L), LAV-Mortar (LAV-M), LAV-Recovery (LAV-R), LAV-Command and Control (LAV-C2), LAV-Electronic Warfare (LAV-EW), and LAV-Anti-Tank (LAV-AT). These kits will be installed on LAVs at Light Armored Reconnaissance Battalion motor pools by Marine maintenance personnel using modification instructions and at the Marine Corp Depots (Albany and Barstow) developed by the manufacturer. In addition to the ESM Kit, the following will be required: Special Tools and Test Equipment Spare Parts (Stock List 3, Stock List 4, Initial Issue Parts) Develop new Equipment Training (operator and maintenance) to include Training Course Curriculum Outline (TCCO) and Training Material. Publications and Logistics Development (Modification instructions and technical manual development for all variants and Provisioning data for all variants) Systems Technical Support and Field Service Representatives for Non-Recurring Engineering and Logistics Packaging (Special Packaging Instructions development) Engine certification for your design solution TDP for your design solution with Government purpose rights Bill of materials for your design solution ESM kit at a delivery order of 75 per month Alternator and power distribution unit qualification testing ESM kit mission profile testing results on a LAV-25 PERFORMANCE REQUIREMENTS: 1. If you feel your company is capable of producing the estimated 660 ESM kits and performing the associated efforts listed in this RFI, please provide the following: a. Your company's technical approach for producing the estimated total quantity of 660 ESM kits per delivery order of 75 per month as outlined in Objective paragraph. b. Your company�s experience in packaging kits in a manner to maximize efficiency and minimize parts attrition (damage, loss) during kit installation. c. A schedule detailing the timeline and methodology to meet the requirements. d. The documents and artifacts that substantiate the efforts required in Objective paragraph. ADDITIONAL QUESTIONS: a. Describe your past product performance with the Family of Light Armored Vehicles as it applies integration of a complex system requiring both software and hardware to meet system performance specifications. b. Describe your Quality Management system (QMS). Is your company International Organization Standardization (ISO) 9001 certified? c. Describe your company�s component obsolescence plan/capability. d. Provide your facility clearance and what level of classification you process at your contract facility. Describe how your company handles Classified and Sensitive Compartmented Information (SCI) data. Response must discuss information, facilities, materials, equipment, and personnel. e. Describe your organization�s experience with National Security Agency (NSA) and Information Assurance certification? f. Describe your organization�s experience, skill and capability with developing (1) Logistics Product Data, (2) Logistics Product Data Summaries, (3) Logistics Management Information (LMI) using Department of Defense (DoD) adopted industry standard GEIA-STD-0007 (Logistic Product Data) and military standard MIL-PRF-49506 (logistic management Information). Identify computer Based tools/systems utilized to manage and generate these product data items. g. Describe your organization�s experience and capability in planning, establishing and managing an Integrated Logistic Support (ILS) Program that incorporates the following ILS Elements.
