- The Department of the Navy, United States Marine Corps, seeks ideas and information regarding a Mobile Tactical Shelter (MTS) capability to reside on the Joint Light Tactical Vehicle (JLTV) (utility variant).� �There is the potential for a contract for prototype effort actions, which may include traditional Federal Acquisition Regulation based contracts, Other Transaction Authority opportunities, or both.� However, this RFI is for information and planning purposes to assist the Agency with market research. It is not a Request for Proposal, Request for Quotation, or any other form of solicitation. This RFI initiates communication with industry to assess market potential, determine industry interest, and explore industry's technical capability. �No solicitation document exists at this time, and the Government cannot accept as offers any responses to this notice. This notice constitutes no Government obligation to procure any items or issue a solicitation. In addition, the Government has no obligation to pay for information it receives in response to this RFI. This is continued market research under Federal Acquisition Regulation (FAR) Part 10. �� The Program Manager Fires (PM Fires), Portfolio Manager, Ground Combat Element Systems (PfM GCES), Marine Corps Systems Command (MARCORSYSCOM), seeks industry input to help identify potential sources for an MTS-JLTV system, capable of serving as a field artillery Command and Control (C2) platform dedicated to the protection and operation of the Advanced Field Artillery Tactical Data System (AFATDS) and other fire support systems and associated communications assets.� The shelter will be attached to the JLTV (utility variant). This platform will enhance the capabilities and survivability of the fire support element by enabling rapid emplacement and displacement and supports communications on the move. The shelter will support operations in all environmental conditions, day or night, while protecting the AFATDS. PM Fires plans to develop future acquisition strategies based upon the successful completion of an MTS-JLTV prototype that meets the USMC�s requirements. The attached DRAFT Performance Specification for the MTS on a JLTV, is for REFERENCE PURPOSES ONLY, and may change as a result of the market research and industry day responses.� Industry should not consider the attachment binding or as rigid requirements, but rather it should use it as a reference to help develop innovative ideas in accordance with this RFI. Ultimately the engineering and technical specifications for the MTS-JLTV will be in accordance with Marine Corps Operational and Organizational (O&O) Concept for the AFATDS, Annex C, and the Statement of Need (SoN) for the Target Processing Set (TPS), details of which will be provided within the Industry Day briefs. This Sources Sought Notice announces the upcoming Industry Day for the MTS-JLTV. It will enable MARCORSYSCOM to further engage industry in order to refine the future MTS-JLTV requirement and ensure a competitive acquisition strategy is developed. Small businesses and non-traditional defense contractors with only partial capabilities of this requirement are encouraged to submit their capabilities statement demonstrating the portion of the requirement they can provide. Vendors currently working with other Government organizations should identify those efforts as well as the Government Points of Contact information. Any Government Agency that is performing similar or complementary efforts are encouraged to attend the Industry Day and share their insights with our project team.� SUBMISSION REQUEST Industry partners who believe they possess the qualifications, expertise, and experience should provide capability statements to this RFI by submitting written responses to the POCs listed below NO LATER THAN 3:00 PM EST, on MONDAY, 02 MARCH 2020. There is no page restriction associated with this RFI; however, an executive summary, not to exceed five pages, should accompany each submission. Responses may include any advertising or marketing information. Vendors deciding to submit competition sensitive or proprietary information bear sole responsibility for marking the information for appropriate safeguarding. INDUSTRY DAY An Industry Day to discuss the MTS-JLTV requirement will occur on 10-12 March 2020 at the Marine Reserve Unit located at 3506 S Memorial Pkwy, Huntsville, AL. 35801. The event will have both open and closed sessions. The number of respondents to this announcement will influence the event�s format and duration. The proposed event schedule is as follows: Day One - Tuesday, March 10th: Opening comments and program updates from MARCORSYSCOM, along with open forum briefs from component manufacturers. Days Two and Three - Wednesday, March 11th and Thursday, March 12th: Closed forum break-out sessions with interested parties who would like a private time slot to discuss their technology, along with their feedback and comments on the program objectives and performance specification. All interested parties shall RSVP their notice of intent to participate, no later than 3:00 PM EST on Monday, 02 March 2020, via email to tammy.wright@usmc.mil, with a subject line that reads MTS-JLTV INDUSTRY DAY. If this subject line is not included, the e-mail may not get through e-mail filters at Quantico Marine Corps Base. Filters are designed to delete emails without a subject or with a suspicious subject or attachment. No sessions will be scheduled via telephone.
