SOURCES SOUGHT ANNOUNCEMENT: Project 528A8-18-806 D-Stream Upgrade Site Preparation Bldg. 1 VAMC, 113 Holland Ave., Albany, NY The Department of Veterans Affairs Stratton VA Medical Center is seeking a SDVOSB, VOSB or SB that can provide the services specified in the preliminary description below. At this time, the decision to set aside a solicitation to SDVOSB, VOSB or SB will be determined based on the number of capabilities statement received from prospective contractors in response to this source sought. This is a Sources Sought Notice and is NOT a Request for Quote (RFQ). No solicitation is being issued at this time. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Any information provided to the Government as a result of this Sources Sought Notice is voluntary. To reiterate, this is a Sources Sought Notice that is for planning and market research purposes only and is intended to identify SDVOSB, VOSB and SB that can support this requirement. INSTRUCTIONS TO SOURCES FOR SUBMISSIONS Interested contractors shall submit a response to Tony Clemente via email at Tony.Clemente@va.gov. Responses are due no later than 2/25/2020 2:00pm EST. Within your email please provide your capabilities statement and indicate if you can provide the required service. Contractors (firms responding to Sources Sought) shall be able to indicate specialized experience with Philips MRI systems and have completed a minimum of 4 MRI projects within the last 4 years. The Contractor shall also provide proof that they have worked within the VAMC system. DESCRIPTION The Stratton VA Medical Center (VAMC) in Albany, NY is upgrading its 1.5T MRI machine. Philips Healthcare is contracted with the Stratton VAMC to provide and install a D-Stream Upgrade to the existing MRI. This upgrade will essentially replace all the MRI system s components excluding the magnet. The Contractor would be responsible for a design/build contract to prepare the site prior to Philips final installation, install most of the equipment Philips is furnishing for the upgrade and furnish/install additional equipment supporting the MRI system and rooms. The equipment is primarily electrical and mechanical/plumbing and includes the MRI s Liquid Cooling Cabinet, Mains Distribution Unit, System Filter Box with Covers, Patient Ventilation and its hoses, 25 kVA UPS cabinet, Battery Cabinet, FA Series Three Phase Filter, MRI Chiller, HVAC system (including 2 air handling units & condensing units) and additional equipment related to the MRI system. Please note, the RF shielding would be affected in the specified areas of work and will also need to be renovated in deficient locations. During the Contractor s design, the Contractor shall review Philips supporting documentation and Scope of Work to verify the existing design is sufficient and accurate. These documents would serve as the 35% design. If there are missing or misleading pieces of information in the 35% design, the Contractor shall design and/or correct the information and inform the VA COR and Philips of the required changes. Once the design has been reviewed and approved by the VA COR and Philips, all three parties shall coordinate for the start of construction. During the Contractor s site preparation work/construction, the Stratton VAMC will send out its cases since the MRI will not be operational. It is critical for the Contractor to stay on track with the agreed upon construction schedule and Period of Performance to not only be ready for Philips final installation but also to prevent the cost of the VAMC sending out cases from increasing. The Period of Performance will be 90 CALENDAR DAYS. To prevent all construction delays, RFIs, change orders, etc. due to inaccurate scope and/or existing conditions, all prospective contractors are urged and expected to conduct a full depth, on-site investigation of the existing conditions and extensively review the Scope of Work for accuracy and note all items that need to be modified or added.
