- Description
- 60mm Sources Sought The USG is seeking a technical solution for an inspection system capable of performing non-destructive inspections on a finish machined tube formed from a billet of Inconel 718 material. Current requirements are for Ultrasonic Inspection at the billet level and Eddy Current at the finish machined level. The tube would be approximately 35 long with an outer diameter of typically 2.63 and an inner diameter of 2.39. Various edge points and raised bands exist at certain locations. Prior to finish machining, detection of inclusions and uniformity of material properties shall be provided by respondents. Respondents shall also categorize the size and type of defects that can be detected using the proposed solution. At the finish machined level, the inspection should be able to detect a surface defect in the size of .010 x .005. The finished machined tube will also have some engraving and a surface finish of 3.2. An image and some additional characteristics of the Inconel 718 in the finish machined condition is as follows: Finished Machined Tube Characteristics: Overall length: ~35 Outer diameters variations: Max diameter at band - ~2.77 Smooth sections between bands - ~ 2.53 2.63 Length of flat section on raised areas - ~.13 - .51 Thread at one end Inner diameter: Bore section ~2.39 Inspection equipment capabilities required: Defect detection size: 0.254 MM (.010 IN) long and 0.127 MM (.005 IN) deep for surface defect (finish machined). Inclusions in Billet (estimated inclusion size possible for detection). Flaw mapping capability defects shall be indexed from the muzzle end using a timing mark as 12:00. Method to determine the uniformity of material properties along the tube. Automated Inspection Equipment shall be capable of repeatable measurements to an accuracy of 10% of the total tolerance of the characteristic being inspected. On-site calibration capability. An auto-detection verification system will be incorporated that will monitor flaw detection to include sensor positioning and functioning. If after initial calibration the auto-verification detects a deterioration in the in inspection sensitivity that results in a loss of 3dB or more the system shall inhibit and indicate a fault. Report the duration of inspection for detecting defects along the tube. SUBMISSION DETAILS Your response to this Request for Information, including any capabilities statement, shall be electronically submitted to the Contract Specialist, Maxim Fenko, in either Microsoft Word or Portable Document Format (PDF), via email maxim.fenko.civ@mail.mil no later than 4:00 p.m. Eastern Standard Time on 18 FEB, 2020 and reference this Request for Information number in subject line of e-mail and on all enclosed documents. Information and materials submitted in response to this request WILL NOT be returned. DO NOT SUBMIT CLASSIFIED MATERIAL. Telephone inquiries will NOT be accepted, and no guaranteed feedback or evaluations will be provided to companies regarding submissions. If your organization has the potential capacity to provide the required products/systems, please provide the following information: 1) Organization name, address, primary points of contact (POCs) and their email address, FAX, Web site address, telephone number, and type of ownership for the organization; and 2) Tailored capability statements addressing the requirements of this notice, with appropriate documentation supporting claims of the materials suitability to meet performance requirements. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements.
