Description

�This synopsis is being posted to the Federal Business Opportunities (FBO) page located at https://www.fbo.gov . The Marine Corps Systems Command intends to procure on a sole source basis from InCadence Strategic Solutions, Inc., 10432 Balls Ford Road #120, Manassas, VA 20109, the Indentity Dominance System - Marine Corps Increment 2. The system includes system hardware, software, and combined program management/logistics support. InCadence is an eligibe Woman-Owned Small Business.��� A redacted Justification and Approval for use of other than full and open competition will be posted on the FBO website no later than 14 days after contract award in accordance with FAR 6.305 (a). This notice of intent is NOT a request for competitive proposals. The Government intends to solicit and negotiate with only one source, InCadence Strategic Solutions. No Request for Proposal (RFP) will be available for competitive proposals. However, responsible and interested parties may submit a proposal which identifies their interest and capabilities. A determination not to compete the proposed procurement based upon responses to this notice is solely with the discretion of the Government. The Government will not pay for any information received. Phone call responses to this announcement will not be accepted.� This requirement will be awarded in accordance with the authority of 10 USC � 2304(c)(5), as implemented by the Federal Acquisition Regulation (FAR) 6.302-5(b)(7), ""Sole Source Awards Under the WOSB Program-15 U.S.C. 637(m)."" FAR 6.302-5(b)(7) references FAR 19.1506, ""Women-Owned Small Business Program Sole Source Awards."" Prior to being considered for this sole source contract, InCadence was competitively selected to receive a developmental Broad Agency Announcement (BAA) contract award and successfully delivered a working prototype system. Transition of the prototype technology to a production contract is authorized under the statute and regulations cited above.
