Description
This is a sole source combined synopsis solicitation for commercial items prepared in accordance with FAR subpart 5.2; using Simplified Acquisition Procedures for purchase orders at FAR Part 13 and FAR part 12 Acquisition of Commercial Items. The government intends to solicit this requirement on a sole source basis with National Test Pilot School of Mojave, CA. This sole source solicitation SHALL be posted on NECO (http://www.neco.navy.mil) and uploaded onto FEDBIZOPPS. The associated Foreign Military Sales case identifier for this requirement is GY-P-TRS and GY-P-TRJ. This is the only RFQ for this requirement and it includes all the terms and conditions as well as applicable FAR, DFARS, and NMCARS clauses and provisions with respect to the anticipated purchase order. It is the contractor�s responsibility to be familiar with the applicable clauses and provisions. The NAICS code is 611512 and the Small Business Standard is 30.0 million dollars. The anticipated contract type is a firm-fixed-price to provide Operational Test and Evaluation (OT and E) training that teach basic flight test principles, concepts and processes. Classroom instruction is reinforced by two demonstrations and two project flights designed to provide hands-on experience in flight-testing. A final project further reinforces classroom instruction. The final project will use operational requirements/capability documents to plan, flight test, and report on how well an aircraft or system meets mission needs.
