- The Defense Advanced Research Projects Agency (DARPA) Contracts Management Office (CMO), on behalf of the Tactical Technology Office (TTO), intends to award a sole source contract to Dynetics Inc., 1002 Explorer Blvd., Huntsville, AL 35806, under the authority of FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, 10 U.S.C. 2304(c) (1) and FAR 6.302-1, �Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.� This is a sole source synopsis for a follow-on development effort for highly specialized services and equipment, including the acquisition of mission capability demonstrations of distributed airborne operations utilizing the air recoverable, unmanned vehicles developed during the Gremlins program. Dynetics is the only provider with a flight-tested air vehicle capable of airborne launch and recovery that can meet the program�s needs. The Dynetics team has acquired, tested, and maintained the necessary equipment to safely and rapidly conduct this follow-on demonstration. Dynetics built and flight-tested their system during the Gremlins program, validating the required performance and recovery capabilities, and has a viable plan for demonstrating air recovery by May 1, 2020. Award to a source other than Dyenetics Inc. would result in substantial duplication of cost to the Government and unacceptable delays in fulfilling the agency�s requirements.�� The cost-plus fixed fee follow-on contract directs the company to conduct integrated mission demonstrations and provide a developed systems integration lab capable of pre-test planning and sensor and autonomy integration; a proven command-and-control system that enables one operator to control multiple unmanned systems from launch through airborne recovery; and a minimum of four (4) flight-tested, air-recoverable unmanned systems with the capability to integrate payloads of at least 60 pounds. These systems and air vehicles must be available and have demonstrated airborne recovery no later than the anticipated contract award date of May 1, 2020, to meet the Phase 4 schedule. This announcement constitutes the only synopsis for this requirement and is issued for notification purposes only. It is not a request for competitive proposals and no solicitation is currently available. Interested parties may identify their interest and capability to meet the requirements of this follow-on effort by submitting a white paper and past performance data no later than February 21, 2020, 4:00 p.m. Eastern Time to the Defense Advanced Research Projects Agency, Attn: Ovidio Gonzalez-Nunez, Contracts Management Office (CMO), 675 North Randolph Street, Arlington, VA 22203, or via email to DARPA-BAA-15-59@darpa.mil. Companies interested in subcontracting opportunities should contact Dynetics Inc. directly. The Government will consider all information received before February 21, 2020, 4:00 p.m. Eastern Time. Information received will be considered by the Government solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed effort on a full and open basis is solely within the discretion of the Government. DARPA�s TTO Office maintains an annual Office-Wide Broad Agency Announcement (BAA) seeking executive summaries, proposal abstracts, and proposals for applied research, advanced technology development, platform demonstrations, or systems studies that aim to enable new warfighting constructs.
