- The Bureau of Indian Education intends to award sole source firm fixed price purchase order to eMobile Campus, under the authority of FAR 6.302-1. It has been determined that eMobile Campus provides cloud computing for institutions of higher education that use the CAMS product. This request is for the software licensing, certificates, and connectivity of the custom CAMS hosting for eMobile Campus. CAMS is a proprietary student information system that serves as the ""central nervous system� for the University. This system dictates business flows for University business, administers the academic process for students, and is the database for educational records. It is a vital system for the University to own, operate, and maintain. It provides the layers of cyber security, an on-line virtual environment accessible on/off campus, and data backups of the student educational records. eMobile Campus is the only known vendor with requisite knowledge, skills, and abilities to adequately and successfully host this product, provide server security, and assist with customization of portal functionality. Hosted services are not uncommon in the Bureau, or the University. eMobile Campus provides a unique set of technical knowledge, specialized ability, and a product specific skill set. The purpose of this procurement is to award based on a sole source requirement, under the authority of FAR 13.106-1(b). This notice is not a request for competitive quotations. A solicitation will not be available for this requirement. The intent of this notice is for informational purposes only. However, interested parties may submit a description of their firm�s capabilities for satisfying this requirement, which demonstrates they possess the ability to successfully perform this effort.
