- Fire Dampers Repairs, Testing and New Installation Project Number: 632-19-116 This notice is for Solicitation Number 36C24220R0038 Fire Dampers at the Northport VAMC. This shall be a Veteran Owned Small Business (VOSB)Set-Aside. As a result, all VOSB may submit a proposal, which will be considered by the agency. This project is classified under NAICS Code 811310 and has a size standard of $8.0 Million. The cost estimate range for this project is $200,000 and $500,000. Furnish all labor and materials to inspect, prepare repair report and decommission specified fire dampers. Install new FD labels for fire dampers Damper locations the scope of this project applies only to fire dampers and excludes smoke dampers and combination fire smoke dampers. Contractor to verify duct sizes as required to complete the project. All existing not required fire dampers as per are to be locked in the open position and tagged decommissioned with a blue tag. The blue tag shall be permanently attached to damper as per direction of the COR. All new fire dampers shall be out of the air stream type and installed as per VA specification 23 31 00. New fire dampers shall be tagged with a red ID tag. Verify damper compliance to NFPA 80 2018 Chapter 19. Affix signed and dated test sticker to space provided on red damper ID tag. The red tag shall be permanently attached to damper as per direction of the COR. Existing required fire dampers shall have a red ID tag permanently attached to damper as per direction of the COR. Technicians need to test and visually inspect fire dampers, verify damper compliance to the NFPA 80 2019 Chapter 19. Technicians need to test and inspect fire dampers and if a fusible link is present, the inspector should remove it prior to beginning testing. When dynamic dampers are present, testing in normal HVAC operation with air flow is the only way to prove its operation in the case of an actual event. Static dampers do not require airflow during operational testing. Successful operation during the test will verify there is no interference due to rust or damaged blades. Affix signed and dated test sticker to space provided on red damper ID tag. If a fire damper has failed to be in compliance with the NFPA a report shall be generated and sent to the COR immediately. The report shall state at a minimum the reason for noncompliance, proposed remedy, proposed cost to repair including materials. Damper tags shall be engraved heavy duty plastic type and adhered to the dampers via construction adhesive. The tags shall be installed as directed by the COR., so the tags are not to be obscured by the duct insulation. The color, font and size of the plastic tag. Each plastic tag shall have the dampers unique ID engraved on it in place of (Damper Number) . Upon completion of project the contractor shall provide a report as well as a final spiral bound report. each damper tested shall be part of the final report. As builts are to be part of the final report. COR shall approve preliminary report prior to final publishing of report. Four clean spiral bound hard copy of the reports shall be submitted. Electronic copies of final report on four CDs shall be submitted to the VA. Compliance: Contractor shall comply with all Infection Control requirements. Contractor shall comply with all VAFD penetration requirements including obtaining permits as required through fire rated assemblies (including floor slabs). Contractor to comply with all VA requirements for work in healthcare facilities in the proximity of patient care areas. Contractor to provide 1 Year Warranty on parts & labor upon acceptance of the completed project. Upon acceptance of closeout documentation by the VA contractor can apply for final payments. Performance Period: The total project duration from NTP will be 180 days. Work will be coordinated with the COR. Due to impact on patients, staff and critical patient care areas the air handlers will have to be shut down, resulting in off hours work as required. Place of Performance: Department of Veterans Affairs VA Medical Center Northport NY 79 Middleville Rd., Buildings 200N, 200, 92, 9 and 8 Northport, NY 11768 All work will be done using approved materials and a professional work force. All work is to be completed on a timely basis as outlined on the contractors approved schedule. All other details and information shall be contained in the solicitation which shall be posted on www.beta.sam.gov. The solicitation will be released on or about 01/30/2020. The response submittal address, date and time will be included in the solicitation. This project requires bonding and all responses/submissions shall be in hardcopies; faxed or e-mailed bids will not be accepted. All prospective bidders must be currently registered in www.sam.gov and be registered and verified as a VOSB in www.vip.vetbiz.gov at the time of offer submission and before award of this procurement.
