Description
THIS IS A SOURCES SOUGHT NOTICE ONLY (not a Pre-Solicitation Notice Pursuant to FAR Part 5) for planning purposes. The USPFO for Ohio Purchasing and Contracting Office, is issuing this notice to determine if there is an adequate number of qualified, interested small business concerns capable of performance on Project No: NLZG142008 - Renovate Hangar 888 at Rickenbacker Air National Guard Base (RANGB), Columbus Ohio. This project includes building renovation (44,600 SF) to include install new walls, electrical, mechanical, plumbing, and communications to make a complete and usable space for multiple functions consolidating into bldg. 888. This project also includes certain Brand Name/Sole Source components required by regulation. The magnitude of this project is between $10,000,000 and $25,000,000. The North American Industry Classification System (NAICS) code for this work is 236220. The small business size standard is $36.5 million annual revenue for the previous three years. The facility is located at the 121st ARW, Rickenbacker Air National Guard Base, Columbus Ohio. In accordance with FAR 19.5, Set-Asides for Small Business, the Government will review the information requested in this announcement to determine the type of set-aside (if any) for this requirement. Small Business concerns who believe they can responsibly perform this requirement should complete and submit the attached Sources Sought Information Request Form to the Contract Specialist no later than 4:00 PM EST, 3 March 2019. The Sources Sought Information Request form and appropriate documentation should be emailed to the following: MSgt Curt Deck at curtis.l.deck.mil@mail.mil Due to time constraints, responses must be transmitted electronically via e-mail. Note; all contractors must be registered in the System for Award Management (SAM) with DFAS Representations and Certifications completed, in order to receive a contract from any DOD activity. Contractors may access the SAM website at: https://www.sam.gov/portal/public/Sam/ to register and/or obtain information about the SAM program. Note: For additional information please contact your local Procurement Technical Assistance Center (PTAC). Contractors may access the PTAC website at https://www.development.ohio.gov/bs/bs_ptac.htm Note: This sources sought is issued for informational and planning purposes only. Reponses will not be returned. The information will be used to conduct market research to identify qualified, experienced, and interested potential sources and commercial practices in support of the government's requirements. Respondents will not be notified of the results of the evaluation. The Government does not intend to award a contract based on responses received under this announcement. Contact with Government personnel, other than those specified in the sources sought, by potential offerors or their employees regarding this requirement is not permitted. This is not a request for proposal or invitation for bid. It is not to be construed as a formal solicitation or an obligation on the part of the government to acquire any products, construction, or services. The information requested by this RFI will be used within the Ohio National guard to facilitate decision making and will not be disclosed outside the Federal Government. Any information provided to the government is strictly voluntary and will be provided at no cost to the government. The Government reserves the right to decide whether or not a small business set aside is appropriate base on response to this notice.
