Description
The U.S. Army Corps of Engineers, New England District is issuing a Sources Sought Announcement for a construction project at the Cold Regions Research and Engineering Laboratory to install a new 800KW generator and remove two existing generators and installation of approximately 200 feet of cement lined ductile iron pipe, in the town of Hanover, NH, to determine the interest, availability, and capability of 8(a), HUBZone, Women-Owned, Service-Disabled Veteran-Owned and Small Business Concerns as described below.� The NAICS code for this procurement is 238290.� This project is planned to be issued on or about June 2020. The estimated construction cost is between $1,000,000.00 and $5,000,000.00. This project consists of the following Scope: The major work for this project will consist of the following: �Removal of two existing diesel generators, one 300kw/375kva, 120/208 volt machine, and one 200kw/250kva, 277/480volt machine from existing generator shed and the demolition of ancillary piping, equipment, and materials to include associated interior distribution equipment within the Main Laboratory Building and Main Laboratory Addition; the installation of a new structural concrete generator pad and one new exterior 800kW, 1000kVA, 277/480V, 3 phase generator set; the installation of new exterior electrical panel and concrete pad; the installation of new underground concrete encased duct banks from the new exterior generator set through a new concrete electrical manhole structure to the Main Laboratory Building and Main Laboratory Addition with power from the new generator being distributed through a series of existing and new equipment to be located in each electric room within the Main Laboratory Building and Main Laboratory Addition; the installation of fuel oil supply and return piping from existing interior fuel oil piping to the new exterior generator set to include a leak sensing monitoring sump and sensors; the demolition of existing interior fuel oil piping; the design and installation of a passive anode cathodic protection system for the new fuel oil piping; the installation of 11 concrete filled steel pipe bollards and concrete footings; and associated trenching and asphalt and concrete pavement removal and restoration for new utilities. � The project will also consist of the following: �Extension of an existing 8-inch asbestos cement potable water line approximately 200 feet with new cement lined ductile iron pipe and associated concrete thrust blocks and fittings along the north side of the Main Laboratory Building; the installation of a new insertion tapping valve and valve box; the installation of a new 8-inch ductile iron service line sleeved through an existing concrete footing wall; the demolition of an existing fire hydrant and associated fittings, valve, and valve box; the installation of a new fire hydrant with associated fittings, gate valve, and valve box; the installation of a new gate valve and valve box at end of new water line; the installation of approximately 100 feet of new interior overhead 8-inch schedule 40 steel water pipe and pipe supports, installation of approximately 20 feet of new interior overhead 3-inch schedule 40 steel water pipe and pipe supports; the demolition of approximately 50 feet of existing overhead steel duct; and associated trenching and asphalt pavement removal and restoration for new water line. � All work will also require the implementation of an erosion prevention and sediment control management plan, safety plan, and quality control plan, to include all submittals, inspections, and testing. � Interested firms should submit a capabilities package to include the following:� business classification (i.e. HUBZone, etc.) as well as qualifications and experience in performing the work components stated above. �Firms must submit past demonstrated construction experience similar to the components stated above.� The project examples must have been performed within the last seven years.� �However, the experience does not have to be demonstrated on one single project.� Please indicate the team subcontractors that will be used to support the offeror�s effort and include their prior experience and qualifications, if subcontractors are planned to be used. Please include a Point of Contact and phone number for each project example who may be contacted for further information on contractor�s effort and performance.� Proof of bonding capability must be submitted with the package.� Responses are due February 21, 2020.� Responses should be emailed to Contract Specialist Sara J. The Government will not pay for any material provided in response to 12this market survey nor return the data provided.� This notice is for information purposes only and is not a request to be placed on a solicitation mailing list nor is it a Request for Proposal (RFP) or an announcement of a solicitation.� The results of this survey will be considered to be in effect for a period of one year from the date of this notice.�
