- General Information Document Type: Combined Solicitation/Synopsis Solicitation Number: 36C24E20Q0055 Current Response Date: 6 FEB 2020 Product or Service Code: 6515 Set Aside (SDVOSB/VOSB): SDVOSB NAICS Code: 334516 Description This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation document will not be issued. This solicitation is a request for quotations (RFQ]. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular. The associated North American Industrial Classification System (NAICS) code for this procurement is 334516, with a small business size standard of 1,000 employees. The VHA RPO-East Contract Office is seeking to purchase for the following: Supplies Brand name or Equal to: ImageXpress Pico System Department of Veterans Affairs at Palo Alto is requesting an automated cellular imaging system with live cell capabilities. This will be purchased under the Shared Equipment and Evaluation Program and must be versatile for use by other labs, capable of automatically imaging a variety of cells, equipped with a variety of filters, adapters to XXXnalyse cells on various media. Analysis software must contain analysis algorithms for various types of cells and assays with customization capabilities. The instrument will be used by all labs with various levels or experience and must be simple to use, must have an intuitive user interface. The machine is intended to be shared by all researchers at the Palo Alto VA Hospital. Simplicity, ease of use, short learning curve, automation, ability to customize and change experimental parameters, ability to XXXnalyse living cells are essential characteristics as research areas/topics at Palo Alto VA Hospital are very diverse. The shared machine would need to be versatile enough to accommodate different researchers experimental conditions and needs, yet be sufficiently automated for the most commonly used protocols to save time, improve efficiency minimize user error and obtain consistently objective results. It must be customizable should the researcher decide to program their own analysis criteria if any of the available protocols are deemed unsuitable for their needs. Required features: Salient Characteristics Essential/Significant Physical, Functional or Performance Characteristics; The requested machine must have predefined algorithms for automatic image analysis (both cell and bead based) Must have protocols for Angiogenesis, Apoptosis, Autophagy, Cell Count, Cell Differentiation, Cell Scoring, Endocytosis, Live-Dead, Internalization, Mitochondria, Lysosomes, Mitotic Index, Phagocytosis, Pits and Vesicles, Protein Expression, Transmitted Light Cell Count, Bead Count, Bead Scoring, Transmitted Light Scoring, Viral Infectivity Must have Neurite Tracing capabilities (covered by patents WO2014036153A1, CN104813364A, EP2891134A1, EP2891134A4, US9646194, US20150213301) The requested machine must have Click-to-find capabilities where the instrument automatically defines cell analysis parameters after user clicks of a few cells representing a population of interest. The requested machine must have label-free transmitted light cell analysis. Instrument must have machine learning capabilities to automatically identify objects in bright-field and distinguish small cells, large cells and round objects (cells in suspension or beads). (covered by patents US20160259963, CN105849274A, EP3063289A1, EP3063289A4, WO2015065697A1) The requested machine must be capable of fast image analysis with on-the-fly capabilities. Instrument must be able to automatically analyze and re-analyze quickly upon user demand. The requested machine must have the ability to integrate data with the image. Instrument must be able to present data together with image in one software solution. The requested machine must have the ability to seamlessly access images, measurements, and analysis within a single interface. Instrument must be able to extract analysis of interest from multi-parametric measurements. The requested machine must have at-a-glance temperature measurements displayed on all user interface screens. User must be able to verify that temperature was correct at the beginning of experiment and verify temperature was maintained throughout experiment. The requested machine must have browser-based software for easy data sharing and access with collaborators. The requested machine must be user friendly and allow a keyboard, mouse or touch-screen user interface that can be personalized. The requested machine must have continuous and discontinuous time-lapse capabilities and be able to assemble time-lapse images into a movie in MP4 format. The requested machine must have brightfield, colorimetric, fluorescence modes of operations for versatility and must be able to switch modes without physically manipulating LEDS and filter cubes. The requested machine must be able to capture images in a large field of view to show a statistically relevant number of cells. The requested machine must be able to seamlessly stitch and analyze multiple fields of views together to make a large image. The requested machine must be equipped with a light source with instantaneous warm up and have exposure time compensation feature for consistent photon exposure to sample throughout the life of the lamp. The requested machine must be have the ability to overview a 1 x 3 slide in a few seconds to quickly identify regions of interests. The requested machine must have LED-based and image-based auto focus. User must be able to select focus modes. The requested machine must be able to maintain temperature with no more than 1 degree C difference plate inhomogeneity for live-cell imaging. The requested machine must be capable of a wide magnification range (4X-63X) for versatility in imaging sub-cellular features to large organisms. The requested machine must be capable of label-free imaging and be able to compare fluorescent image overlay with fluorophore-independent morphology. The requested machine must be able to image Cy5, TRITC, FITC, DAPI for fluorophore flexibility. STATEMENT OF WORK NEEDED Besides the purchase, configuration, set-up and installation of the machine, it will be required for the additional work listed below before the machine arrives: The Rando lab will need to provide sufficient bench space for the machine to be setup and used. The Rando lab will need to provide a Stanford-LAN internet connection to the machine for proper function. None of the staff in the Rando lab have VA login credentials and thus have no access to any VA computer networks or resources. Upon the machine s arrival, the VA needs to inventory and deliver the machine to the lab for manufacturer to setup and install. Upon delivery of the machine to the lab, the statement of work needed would be completed with respect to the purchase of the machine. VA Handbook 6500.6 Appendix A does not apply.
