- 1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulations (FAR) Subpart 12.603, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate solicitation will not be issued. 2. This solicitation number is 140P1320R0002, and is being issued as a Request for Proposal (RFP). 3. The solicitation, provisions and clauses are those in effect through Federal Acquisition Circular 2020-03. 4. The proposed contract is a total small business set-aside. NAICS code: 488911 - Packing and Crating; the associated small business size standard is $30.0 million; Primary Product Service Code is R706: Support - Management: Logistics Support. All responsible small business concerns may submit a quote which shall be considered by the National Park Service (NPS). 5. Refer to the solicitation bid / price schedule for a list of line items, quantities, and units of measure. 6. The National Park Service (NPS), National Trails (NTIR), is seeking a local contractor to receive, store, distribute, and inventory its publications, including brochures and other printed paper products. Refer to the solicitation Scope of Work (SOW), for the comprehensive description of required services for this contract. 7. Refer to the solicitation SOW, for delivery dates and location. 8. FAR provision 52.212-1, Instructions to Offerors � Commercial Items, applies to this acquisition. The provision can be accessed at https://www.acquisition.gov/browsefar. In addition to the requirements noted in 52.212-1; quotes shall contain the documents and information noted in below. 9. This acquisition will utilize a Lowest Price / Technically Acceptable (LPTA) source selection process in accordance with FAR 15.101-2. Selection and award will be made on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-cost factors. 10. FAR provision 52.212-3, Offeror Representations and Certifications -- Commercial Items, applies to this acquisition. Offeror�s shall complete provision 52.212-3 of this solicitation. 11. FAR clause 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. Refer to the Clauses and Provisions section for a full listing of clauses applicable to this solicitation and the resultant purchase order. 12. FAR clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items, applies to this acquisition. Additional contract requirement(s) or terms and conditions: N/A 14. The Defense Priorities and Allocations System (DPAS) is not applicable to this solicitation. 15.
