- Description
- This notice is issued pursuant to FAR 5.204, Pre-solicitation Notice. This notice contains a description of the requirement.� This notice acts as the Pre-solicitation Notice in advance of the solicitation being released.� The solicitation for this requirement is expected for release within the next thirty (30) days.� This notice does not constitute a commitment on the part of the Government, and does not guarantee that an actual solicitation or a contract will be issued. The Mission and Installation Contracting Command (MICC) Fort Knox has a requirement in support of the United States Army Human Resources Command (HRC), Fort Knox, KY for Soldier for Life-Transition Assistance Program (SFL-TAP) services provided throughout the Continental United States (CONUS) and some Outside Continental United States (OCONUS) locations to include Korea, Kuwait, Germany and Italy. This is a non-personal services contract providing transition services to Soldiers to the standards prescribed by the Veterans Opportunity to Work to Hire Heroes Act of 2011 (VOW Act), Army Regulation (AR) 600-81--Soldier For Life-Transition Assistance Program, Army�s Career Readiness Standards (CRS), and site-specific Government directives. This includes: operation of all identified transition assistance places of performance; providing pre-separation and initial counseling; personalized transition and financial counseling; individual transition planning advice; Career Skills Program (CSP) support; assessing higher education support, employment-seeking assistance; marketing and career/hiring event support; and assisting employers with connecting their open positions with the transitioning service member population The resultant contract shall be a firm fixed-price contract with (travel and other direct costs) cost reimbursable line items with the following period of performance: Phase-in (60 days/2 months)����� �4 May 2020 � 3 July 2020 Base Period (10 months)�������������� �4 July 2020 � �3 May 2021 1st Option Period (12 months)��� 4 May 2021 � 3 May 2022 2nd Option Period (12 months)� 4 May 2022 � 3 May 2023 3rd� Option Period (12 months)� 4 May 2023 � 3 May 2024 4th Option Period (12 months)�� 4 May 2024 � 3 May 2025 The anticipated NAICS code is: 624310, Vocational Rehabilitation Services, size standard is $12 Million.� The acquisition shall be 100% set aside for Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns. Award will be made to a single offeror who is deemed responsible, whose proposal conforms to the solicitation requirements, and whose proposal, judged by an overall assessment of evaluation criteria and other considerations specified in the solicitation, represents the best value in accordance with the prescribe evaluation factors. A draft RFP and Technical Exhibits are attached for industry�s review. Potential offerors are requested to review the draft documents. DRAFT DOCUMENTS ARE ISSUED FOR INFORMATIONAL PURPOSES ONLY.
