- Synopsis The U.S Department of Veteran Affairs (VA), Office of Procurement, Acquisitions, & Logistics (OPAL), Strategic Acquisition Center-Frederick (SAC-F), in accordance with Federal Acquisition Regulation (FAR) 13.106-1(b) intends to solicit and award a single source contract to FEBA Security, Inc. 9103 Woodmore Center Drive #217 for Armed Security Guard Services on behalf of the VA, Veterans Health Administration (VHA), Procurement and Logistics Office (PLO) Background The Department of Veterans Affairs (VA), VHA PLO has a requirement for armed security guard services in their Fredericksburg VA, site. Purpose and Objective The requirement shall include, at least one (1) control desk guard who is assigned to the Main lobby. The guard will provide protection for: the tenant agency employees, the public visiting the facility, as well as personal and U.S. Government property within the confines of post assignment area of responsibility. Services will be provided Monday through Friday, excluding weekends and federal holidays, from 6:00 AM to 6:00 PM Anticipated Period of Performance Base Period. March 8, 2020 to March 7, 2021 Option 1: March 8, 2021 to March 7, 2022 Option 2: March 8, 2022 to March 7, 2023 Option 3: March 8, 2023 to March 7, 2024 Option 4: March 8, 2024 to March 7, 2025 Single Source Circumstances The statutory authority permitting other than full and open competition is 41 U.S.C. � 3304(a)(5) as implemented by the Federal Acquisition Regulation (FAR) Subpart 6.302- 5 entitled, Authorized or required by statute . The applicable statute is Public Law 109- 461: Veterans Benefits, Health Care, and Information Technology Act of 2006 specifically, the Veterans First Contracting Program outlined in 38 USC � 8127(c). Additional Information The North American Industry classification (NAICS) Code is 561612, Security Guards with a size standard of $20.5M. THIS IS NOT A REQUEST FOR A COMPETITIVE QUOTE. Any response to this notice must be submitted in writing to the Government and show clear and convincing evidence that another source can meet the Government s requirements and that competition of the requirement would be advantageous to the Government. Respondents must also include their Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. Respondents must have an active registration in the System for Award Management (SAM) www.sam.gov. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement.
