- NOTICE OF INTENT: 55 CONS/PKT, Offutt AFB, NE� intends to award a twelve month sole source extension to Strategic Professional Resources, Inc under authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1.� Only one responsible source and no other supplies or services will satisfy agency requirements. The contractor shall acquire non-personal advisory and assistance services (A&AS) to provide program management, engineering and acquisition support to the United States Strategic Command (USSTRATCOM) and 55th Weather Wing mission area Program Managers (PM), Functional Managers (FM), and Resource Managers (RM) . The 55th Contracting Squadron, Offutt AFB, NE intends to extend the PMEAS II contract by twelve months to 17 February 2021, the value will remain the same at $98,273,008.44. The main driver of the period of performance extension is to bridge the gap between the PMEAS II contract expiration and the PMEAS III contract award. It was necessary for the Government to determine if a potential contract strategy change would be necessary, initially to revise source selection strategy and subsequently to decide on the relative importance of the factors based on the approval and use of an HBC Software Factory which significantly changed the landscape for all ISPAN support contracts, as a result, requiring more time for the follow-on contract for PMEAS III. Therefore, an extension to the current PMEAS II contract is required to ensure the continuation of PMEAS services and will serve as a bridge to enable the consolidated follow-on acquisition strategy adequate time for competition. This notice is neither a request for a competitive proposal or a solicitation for offerors.� A determination by the Government to not compete this requirement is based on responses to this notice is solely within the discretion of the Government.� Information received will be considered solely for the purpose whether to conduct a competitive procurement in the future.� This notice should not be construed as a commitment by the Government. If you believe your company can provide the PMEAS services at full performance starting 18 Feb 2020, interested parties may provide a capability package within fifteen (15) days of this announcement.
