This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE contract under FAR Part 6.302-1 to Fluence Automation, LLC, 3323 N Kennicott Avenue, Arlington Heights, IL 60004 for maintenance and repair of Service Center Automated Mail Processing Systems (SCAMPS) at the following locations: Austin Submission Processing (SP) Center (2 Mail Sorting and Handling System) Austin SP Center, 3651 S Ih-35, Austin, TX 78741 Fresno Submission Processing (SP) Center (3 Mail Sorting and Handling System) Fresno SP Center, 5045 East Butler Ave., Fresno, CA 93888 Kansas City Submission Processing Center (3 Mail Sorting and Handling System) Kansas City SP Center, 333 W. Pershing Rd., Kansas City, MO 64108 Ogden Submission Processing Center (2 Mail Sorting and Handling System) Ogden SP Center, 1160 W. 1200 South St., Ogden, UT 84201 Florence Accounts Management (AM) Center (1 Mail Sorting and Handling System) Florence AM Center, 7940 Kentucky Drive, Florence, KY 41042 Philadelphia Accounts Management (AM) Center (1 Mail Sorting and Handling System) Philadelphia AM Center, 2970 Market St., Philadelphia, PA 19104 � This Notice of Intent is not a request for competitive quotes or solicitation for offers. Letters and phone calls will not be accepted and will be considered non-responsive to this announcement. The sole source award to Fluence Automation will be in the open market. The North American Industry Classification System (NAICS) code is 811212. The contract will have a period of performance of 60 months, which include a base year and four option years. �A determination by the Government not to compete this contract action based upon responses to this notice is solely within the discretion of the Government. � Only one responsible source and no other supplies or services will satisfy agency requirements. Fluence Automation is the sole source in the United States for repair, maintenance, and software support for SCAMPS (Bell and Howell J9000 Series Sorter - BH ID TAG 40804A). Fluence Automation owns the proprietary software required to operate SCAMPS and has the engineering expertise to service the hardware, which is no longer manufactured. � SCAMPS are used to process incoming mail daily.� These systems automatically open, count, sort, and detect remittances. The systems gather statistics by marking each piece of mail. The systems are used in the mainstream processing of tax returns and related taxpayer correspondence, thereby making their operation critical to the overall continued tax processing flow within the IRS Processing Centers. SCAMPS ensures the timely processing of remittances for deposit into the United States (U.S.) Treasury within the mandated 24-hour period.
