- This Sources Sought/Request for Information (RFI) is a revision of the Sources Sought/RFI released on 09 December 2019 via beta.SAM.gov.� The Government has determined that some information was inadvertently missing or incorrect from the previous Sources Sought/RFI. This Sources Sought/RFI corrects the previous Sources Sought/RFI dated 09 December 2019 and changes are outlined in bold font.� If your company has responded to the Sources Sought/RFI dated 09 December 2019, the Government requests that you revise your capability statement package to include the updated information in this Sources Sought/RFI and resubmit back to the Government for review.� This Sources Sought/RFI is also intended for companies that have not responded to the previous Sources Sought/RFI. � An industry day for this requirement is anticipated to be held at Patuxent River, MD in early March 2020.� Please continue checking beta.SAM.gov for more information on this upcoming industry day. � � INTRODUCTION � The Naval Air Systems Command, Major Weapons Systems For AIR, ASW, Assault & Special Mission Programs Department (AIR 2.3.4.2), Patuxent River, Maryland, is seeking information for potential sources to procure an estimated quantity 120 Externally Mounted Gun Systems (EMGS) for the MH-60S helicopter. � DISCLAIMER � THIS SOURCES SOUGHT IS FOR INFORMATIONAL PURPOSES ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. Program Background � Currently, the MH-60S is configured for either Search and Rescue (SAR) or Surface Warfare (SUW) defensive air patrol due to the limitations imposed by Crew Served Weapons (CSW) being mounted in the cabin.� Demand calls for the MH-60S to be capable of persistent SUW defensive air patrol while maintaining SAR capability.� An externally mounted gun system has been identified as a potential material solution to meet the demand. REQUIRED CAPABILITIES The EMGS will be considered a System of Systems (SOS). The SOS is defined as: the gun, cradle, pintle, ammo handling system, electrical system (if applicable) and aircraft mount. The ammo handling system is defined as the ammo can, ammo can mount, feed chute, and booster motor (if applicable). The SOS must be situated on the MH-60S so that operation of the gun systems is at the gunner window. The system must use currently available aircraft mounting fastener interfaces without any permanent aircraft modifications. The EMGS must be compatible with both Anti Vibration Control System (AVCS) and Non-AVCS configured aircraft. �In addition, the EMGS must be compatible with the GAU-21, GAU-17, and M240. The following are required information to be answered in the response to the sources sought letter:� Comment on your ability to provide analysis to prove compliance with MIL-STD-1289 � paragraph 4.3.2.8.a. Gun Mount system shall fit both styles of Navy Stub Wing Vibration Systems (Roll/Bowtie and AVCS). Comment on your ability to provide a non-AVCS EDM, including all supporting data and analysis to support an air worthiness certification. Although not a requirement, the Government�s desired delivery for a non-AVCS EDM is within 3 - 6 months of contract award. Comment on your ability to provide an AVCS EDM, including all supporting data and analysis to support an air worthiness certification. Although not a requirement, the Government�s desired delivery for an AVCS EDM is within 6 - 12 months of contract award. Use currently available aircraft mounting fastener interfaces. Non-structural aircraft equipment can be modified, e.g., fairings, steps and InfraRed (IR) light brackets, as part of Removable Mission Equipment (RME). Comment on your ability to provide analysis that supports captive carriage up to 170 KTS in the stowed position(s). Comment on currently available system stowed position(s) and options to change azimuth and elevation locks to meet mission requirements. The EMGS, with the gun mounted on it, must not interfere with the cabin and/or cockpit door. Government preference is to mount all kit components externally: Comment on the ammo can mounting location options and capacity for the GAU-21, GAU-17, and the M240D separately. Comment on required power and control systems integration options for the GAU-17. Must be able to provide analysis that all wire routing meets Electromagnetic Environmental Effects (E3) and USN airborne wiring requirements as detailed in MIL-STD-464 and SAE AS5088 1F. Static strength capability must meet MIL-STD-8591 external store crash loads detailed below: Longitudinal 9g forward/2.25g aft Lateral +/-3.75g Vertical 9g down/4.5g up Comment on availability of current technical data that would support static strength crash load analysis for each entire SOS, including airframe attachment points. Comment on availability of current technical data that would support the integration of each SOS in the presence of AVCS. Comment on all SOS component Weight and Size (length, depth, height). If available, provide a list of all components. Comment on current airworthiness certification for the proposed system, if applicable. Comment on any non-NSN special tools, test equipment requirements, or unique ground support equipment. � A Technical Library of information directly related to the requirements of this sources sought letter is available to all qualified participants. Distribution of data contained in the technical library to subcontractors, team members, partners, suppliers and/or vendors shall be the responsibility of the contractor that was granted access and shall be limited to a ""need to know"" basis.� All guidance contained herein with regard to handling, distribution and destruction of the data shall be flowed down to all subcontractors, team members, partners, suppliers and/or vendors.� The contents of the technical library will be distributed to qualified respondents to this sources sought letter via SAFE site (https://safe.apps.mil/).� Those who take receipt of any library data shall comply with all laws, export controls, and distribution statements associated with the data contained on the SAFE site deliverable. This program includes information that is export-controlled. Additional requests for technical library data beyond the initial disclosure must be in writing and must contain a certified copy of DD Form 2345, Military Critical Technical Data Agreement.� The Defense Logistics Information Service (DLIS) link for instructions on filling out the DD Form 2345 and obtaining certification is https://www.dlis.dla.mil/jcp/default.aspx.� To request a copy of the technical library via SAFE site, send company name, company physical mailing address, CAGE Code, point of contact information (name, phone number, and email address), and a certified DD Form 2345 to:� Ms. Debi Atkinson at Deborah.J.Atkinson@navy.mil. SPECIAL REQUIREMENTS Data Markings. In order to complete its review, NAVAIR must be able to share an interested respondent�s information both within the Government and with covered Government support contractors as defined in DFARS clause 252.227-7013 Rights in Technical Data � Noncommercial Items (FEB 2014). Any responses marked in a manner that will not permit such review may be returned without being assessed or considered. All submissions must include a statement that clearly allows the information to be disclosed with covered Government support contractors. International Traffic in Arms Regulations (ITAR). If the respondent is a foreign concern or if a US respondent has a team member or partner who is a foreign entity, adherence to all ITAR regulations is required. ELIGIBILITY The applicable North American Industry Classification System (NAICS) code for this requirement is 336413 with a Small Business Size Standard of 1,250. The Product Service Code (PSC) for this requirement is 1680.�� SUBMISSION DETAILS � It is requested that interested businesses submit to the contracting office (1) a summary outline and a brief capabilities statement package (no more than 10 pages in length, single spaced, 12 point font minimum) demonstrating ability to perform the work listed under the required capabilities. This documentation must address at a minimum the following: Company Name; Company Address; Company Business Size, and Point-of-Contact (POC) name, phone number, fax number, and e-mail address. Company profile to include number of employees, annual revenue history, office location(s), Provide a statement including current small/large business status and company profile to include number of employees, annual revenue history, office location, CAGE code, DUNS number, etc. Outline the type of work your company has performed in the past five years in support of the same or similar requirement, including contract numbers and values, and Government point of contact with current telephone number. Provide information about the specific technical skills your company possesses to ensure capability to perform the tasks. If you are a small business, provide an explanation of your company's ability to perform at least 50% of the tasking described in required capabilities. Respondents to this notice must also indicate whether they are a large business or qualify as a Small, Small Disadvantaged, Small Disadvantaged Veteran Owned Small Business Women-Owned, 8(a), Hub Zone or Service Disabled Veteran-Owned Small Business Concern. Each responder�s response shall include detailed answers to requested information above in paragraph 4.0. Your response to this Sources Sought, including any capabilities statement, shall be electronically submitted via email to Ms. Debi Atkinson (Deborah.J.Atkinson@navy.mil) in either Microsoft Word or Portable Document Format (PDF). The deadline for response to this request is 4:00 p.m., Eastern Standard Time, 13 February 2019. All data received in response to this Sources Sought that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government. Information and materials submitted in response to this request WILL NOT be returned. Classified material SHALL NOT be submitted. All questions must be submitted via e-mail.
