- Page 6 of 6 The Department of Veterans Affairs Seeks Expressions of Interest for Clinical Space for a Vet Center in Prince George County, MD NOTICE: The purpose for this notice is to conduct market research and identify capable resources from Service-Disabled Veteran-Owned Small Businesses (SDVOSB), Veteran-Owned Small Businesses (VOSB) and/or capable Open Market sources. The NAICS Codes for use is 531120 Lessors of non-residential buildings (except mini-warehouses), and the small business size standard for 531120 is $27.5 million. Responses to this notice will assist VA in determining whether this acquisition should be set-aside for competition restricted to SDVOSB or VOSB concerns in accordance with 38 USC Sec. 8127 or proceed with Full and Open competition from capable sources. PLEASE NOTE: Although this notice contains detailed information for interested SDVOSB and VOSB parties, VA encourages all small business and other interested open market sources to respond for market research purposes. Contracting Office Address: Department of Veterans Affairs Network Contracting Office 209 W Fayette St Baltimore, MD 21201 ATTN: Vanessa Jacobs, Contracting Officer Telephone: 410-637-1506 E-Mail: vanessa.jacobs@va.gov DESCRIPTION: The Department of Veterans Affairs desires a new 20 year replacing lease of 4158 Net Usable Square Feet/4782 Rentable Square Feet (RSF) to serve Veterans in Prince Georges County, Maryland. The space must be handicap/ADA complaint and can be provided by new construction or a modification of existing space. On-site parking for 20 vehicles is required, (2) must be designated for handicap/disabled. This will be a fully serviced lease with a lease term of up to ten (20) years with the VA. The VA will consider existing space that is built out for clinical space. The information gained from this Sources Sought will be used to assist the Government in determining if this development opportunity can be competitive and/or a total Service-Disabled Veteran-Owned Small Business (SDVOSB) or Veteran-Owned Small Business (VOSB) Set-Aside. The Government will use this information to determine the best acquisition strategy for this procurement. SDVOSBs and VOSBs are encouraged to participate in this Market Research. All commercial office/clinical space within the geographic delineated area referenced will be considered. Only space that is identified as economically advantageous to the Government will be considered relative to relocation, potential build out and/or rent. The Government is limited by law (40 USC 278a, as Amended 10-1-81) to pay no more than the appraised fair rental value of the space. DELINEATED AREA: The intent of this Notice is to determine if there are qualified lessors including SDVOSB or VOSB that can provide adequate clinical space up to 4158 NUSF, including adjacent parking, within the Delineated Boundary described below: North Boundary- Rte. 495/Rte. 4 East Boundary- Rte. 301 South Boundary- Accokeek Road West Boundary- Rte. 210 SUBMISSION REQUIREMENTS: Please provide as much as possible of the following basic information and descriptions pertaining to the building you propose for consideration by VA. VA s assessment of your building will be solely dependent on the information you provide. VA reserves the right to eliminate a property that fails to provide sufficient information. All submissions should include the following information: Name of Owner. Address or locational description of the building. Age of building. Total existing gross square feet. Site plan depicting the building and parking. Floor plan of the proposed space. Identification of on-site parking to be dedicated for VA s use. A map demonstrating the building is within the delineated area. Description of ingress/egress to the building. FEMA map evidencing that the building lies outside the 100-year floodplain. Building owners must provide evidence of ownership. Non-owners (e.g. prospective developers/lessors) submitting a building must provide evidence of permission or authority granted by property owner to submit the building to VA for development. Any information related to title issues, easements and restrictions on the use of the building. A description of any planned land development or construction which will affect the building including neighboring projects and road/ utility line construction. All submissions should include the following information: Name of current owner; Address or described location of building; Location on map, demonstrating the building lies within the Delineated Area; Description of ingress/egress to the building; Description of the uses of adjacent properties; FEMA map evidencing floodplain status; A narrative and map describing proximity of the building to the nearest bus and/or train stop, and major transportation routes, and A description of any planned land development or construction that will affect the building, including neighboring projects and road/utility line construction. Site plan depicting the property boundaries, building, and parking; and (10) Floor plan and NUSF and rentable square footage of proposed space; (11) If you are qualified as a small business, Veteran Owned Small Business (VOSB), or Service-Disabled Veteran Owned Small Business (SDVOSB) under NAICS Code 531120 Lessors of Nonresidential Buildings with a small business size standard of $27.5 million, please read the attachment, entitled, Small Business, VOSB, or SDVOSB Status . You are invited, but not required to submit a Capabilities Statement.; (12) A document indicating the type of zoning and that VA s intended use is permissible for the proposed space; (13) A description of any changes to the property necessary to be compatible with VA s intended use; (14) Although evidence of ownership or control of the building is not necessary at this stage of the procurement, respondents are encouraged to provide evidence. Evidence of ownership or control of the building will be required once the Request for Lease Proposal (RLP) documents are issued. Non-Owners (e.g. prospective developers/lessors) submitting a building or land must provide evidence of permission or authority granted by property owner to submit the property to VA for development. (15) Any information related to title issues, easements and restrictions on the use of the building or land. All interested parties must respond to this announcement no later than Friday February 28, 2020 at 12:30 PM. EST.
