- The Department of Veterans Affairs, Veterans Health Administration, Network Contracting Office (NCO) 16, TX is requesting capability statements from contractors in the Houston Texas Area that provide residential and substance abuse disorder treatment services at contractor s facilities. The VA intends to issue a request for quote (RFQ) for this requirement on or about April 2020. The solicitation will be available for download from https://beta.sam.gov. Interested contractors will be responsible for downloading copies of the solicitation (and any subsequent amendments) from that website, no hard copies will be made available. The RFQ will provide full information to contractors about the proposal submission process. Prospective offerors are encouraged to register their interest in the RFQ on the beta.sam website so that they are notified as applicable of the issuance of sources sought notices, presolicitation notices, solicitation, and amendment notices. In accordance with FAR 52.204-7, System for Award Management, prospective offeros must be registered in System for Award Management (SAM) and in VetBiz database if applicable (VetBiz registration is required for Service Disabled Veteran Owned Small Businesses or Veteran Owned Small Businesses) under the applicable NAICS. Contractors may obtain SAM information at https://www.sam.gov and Vet Biz information at http://www.vip.vetbiz.gov. To be eligible for a subsequent award, contractors must be registered in the System for Award Management database. Registration is free and potential offerors are encouraged to visit the SAM website as no contracts can be awarded to any offeror not registered in SAM. The North American Industry Classification System (NAICS) Code is 623220 Residential Mental Health and Substance Abuse Facilities with a Small Business Size Standard of $16.5M. The Product Service Code is G099. As part of market research, all prospective offerors submitting capability statements shall include prices per member per day.
