- THIS IS A SOURCES SOUGHT NOTICE (market survey) FOR INFORMATIONAL PURPOSES, ONLY. **THIS IS NOT A SOLICITATION FOR QUOTES AND NO CONTRACT WILL BE AWARDED FROM THIS SYNOPSIS.� No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow-up information requests.� The U.S. Army Corps of Engineers (USACE), Portland District owns the Cole M. Rivers Fish Hatchery, which produces several salmonid stocks to aid in meeting mitigation obligations for Lost Creek and Applegate Dams.� The Government has a need for operations and maintenance services at this facility. NAICS: 541990 Estimated Ordering Period/Period of Performance: �5 Years (2020 � 2025) Sources Sought Response Deadline:� 2/18/2020 The Government shall provide: The entire Cole M. Rivers Fish Hatchery, including all land, buildings, structures, permanently affixed (bolted down or similar) equipment.� The contractor shall provide: All personnel, tools, materials, vehicles, supervision and other items and services necessary to operate and maintain the hatchery according to the performance work statement and the applicable Hatchery Genetic Management Plan; � Production for approximately 64,350 (14,300 pounds) summer steelhead smolts for release into the Rouge River at approximately 4.5 fish per pound in April; � Production for approximately 114,800 (28,700 pounds) winter steelhead smolts for release into the Rogue and Applegate Rivers at approximately 4 fish per pound in April; � Production for approximately 2,367,000 (263,000 pounds) spring Chinook smolts for release into the Rogue River at various sizes from March to October; � Production for approximately 30,000 (3,000 pounds) coho smolts for release into the Rogue and Applegate Rivers at approximately 10 fish per pound in April; � Production for approximately 213,256 (56,120 pounds) trout for release into the Rogue and Applegate Rivers at approximately 3.5 fish per pounds from July to October; � Fish health monitoring and sub-sampling examinations by a fish health specialist or licensed veterinarian, in accordance with the State of Oregon Fish Health Management Policy; � Coded wire tag and adipose fin clipping equipment to insert approximately 200,000 coded wire tags and adipose fin clip approximately 2,500,000 juvenile fish prior to release. The contractor will provide routine maintenance services, defined as any maintenance that will not materially increase the value or useful life of a capital asset.� Quarterly reports for each hatchery will be provided to the Government, by delivery to the COR, that details hatchery production and maintenance. SUBMISSION REQUIREMENTS FOR RESPONSES TO THIS SOURCES SOUGHT NOTICE Point of Contact name, email address and phone number, CAGE code and DUNS number (if available); � In the event that the organization is a small business, please state the category of small business, such as 8(a), HUBZone, SDVOSB/VOSB, Women-Owned Small Business; � Statement of Capability, demonstrating/describing: that skills, equipment and personnel required to perform the specified type of services are available, or can become available, upon contract award, including juvenile and adult transportation equipment for transfer between Cole Rivers and Applegate facilities, and marking and tagging equipment that provides an adipose fin clipping rate of at least 99% and coded wire tag retention rate of at least 97% while maintaining a mortality rate of less than 1% for the tagging groups listed above; recent and relevant experience providing routine maintenance services at fish hatcheries; examples of recent and relevant aquaculture and hatchery management experience specific to the species and quantities listed above within the last three (3) years; examples of recent and relevant experience, within the last three (3) years, coordinating with other agencies regarding hatchery operations.� Highlight any experience working with the Oregon Department of Fish and Wildlife (ODFW) and National Marine Fisheries Service (NMFS); relevant experience complying with Biological Opinions and Hatchery Genetic Management Plans. The Government intends to advertise a solicitation for this project on or around 4/2020.� At this time, a solicitation does not exist.� Therefore, offers shall not be accepted.
