Description
THIS IS A COMBINED SYNOPSIS/SOLICITATION for commercial supplies prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Solicitation number M0026320Q1005 is issued as a request for quotation (RFQ) using the commercial procedures in accordance with FAR Part 12 and Simplified Acquisition Procedures FAR Part 13.� �The solicitation document and incorporated provisions and clauses are those in effect through Acquisition Circular 2020-02 and DFARS Publication 20190531. The Regional Contracting Office, Marine Corps Recruit Depot-Parris Island, SC intends to solicit and award a Firm Fixed Price contract for Uniform Overcoats (Quantity � 249). A sizes and delivery locations matrix is attached to the solicitation; there are seven (7) delivery locations.� Additionally, MIL-0-82250D(NU) specification is attached. Minimum Acceptable Lead Time after receipt of order is four (4) Months.� �Interested offerors must be certified by Marine Corps Systems Command to Manufacture and Sell Overcoat Man�s Officer�s Type with Marine Corps Modifications.� ���This is an unrestricted solicitation under North American Industrial Classification System (NAICS) code 315210. All applicable Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) provisions and clauses are contained in SF 1449 M0026320Q1005 attached to this synopsis.�� Offerors responding to this announcement shall submit their quotes in accordance with FAR Part 12 and additional instructions, conditions, and notices to offerors provided in the attached Section L of the SF1449. �The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition and its addendum provision. �The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers (i) Technical capability(Lead Time and Certification); (ii) Price; (iii) Past Performance.� The Government will conduct a comparative assessment of quotations based on price and other non-price factors.� The Government will first eliminate unacceptable quotations; for the remaining quotations, a comparative evaluation will be performed.� The Government reserves the right to select a quote that provides a benefit to the government that exceeds the minimum, but is not required to do so.� Additionally, the Government reserves the right to award to an offeror with other than the lowest price quote that provides the best benefit to the Government.� The award will be made to the offeror�s whose quote is determined to have both a fair & reasonable price and to be the most advantageous to the Government. Offerors shall complete provision at 52.212-3 Alternate I, Offeror Representations and Certifications -- Commercial Items.� Clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition.� All other additional contract requirements for this acquisition can be found in the attached SF 1449.� Any/all questions regarding this RFQ shall be e-mailed to the Government points of contact: Juanita Roberson at juanita.roberson@usmc.mil �and Chad Dando at chad.dando@usmc.mil.
