Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice.� This announcement constitutes the only solicitation and a separate written solicitation will not be issued.� This solicitation number is NICHD-20-041 and is issued as a Request for Quotation (RFQ).� The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2020-03.� The North American Industry Classification (NAICS) Code is 325414 and the business size standard is 1250 employees. �However, this solicitation is not set aside for small business.� This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13.� Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD) intend to contract on a sole source basis with Myriad RBM � 3300 Duval Road � Austin, TX� 78759 to procure TruCulture tubes.� See Attached. The Perinatal Immunobiology Unit of the Perinatology Research Branch (PRB), NICHD/NIH/DHHS, focuses on understanding the molecular immunological and biological mechanisms of diseases responsible for the �Great Obstetrical Syndromes.� For this purpose, the Unit�s investigators are required to study the functional properties of the immune cells of maternal blood and cord blood in pregnancy complications. In order to determine cell functionality, the Perinatal Immunobiology Unit has and continues to utilize the TruCulture blood collection and culture system in order to perform extensive longitudinal studies of pregnant women. The reproducibility and simplistic design of the TruCulture system are integral to the studies being performed at the PRB, thus the procurement of TruCulture tubes is required for the continued progress of the study.� TruCulture tubes are designed to capture immune cell activity at the time and place of sample collection, thereby minimizing the bias and variability introduced by sample shipping and manipulation.� With TruCulture, the maternal blood is processed immediately after collection.�� TruCulture is a standardized product and has been proven to reliably yield reproducible results compared to the traditional method of isolating PBMCs. These tubes consist of an integrated whole-blood collection and leukocyte culture system that is simple to use and does not require specialized laboratory equipment.� TruCulture enables researchers to quantify the physiological interactions of the human immune system in the clinic.� The ex vivo TruCulture procedure preserves physiological cellular interactions to more accurately reflect the complexities of the human immune system.� TruCulture Whole Blood Collection and Collection Tubes are unique and there is no acceptable alternative product that can culture leukocytes from the exact time of blood collection.� Also, TruCulture system is already in use for longitudinal studies currently being performed at the PRB, thus the tubes are a requirement to continue with the studies for consistency throughout.� TruCulture was developed by Myriad and is exclusively sold by them. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of the 41 U.S.C. 253(c) (1), FAR 6.302.� The offeror must include a completed copy of the provision of FAR Clause 52.212-3, Offeror Representations and Certifications � Commercial Items with its offer.� The provisions of FAR Clause 52.212-1 Instructions to Offerors � Commercial Items; FAR Clause 52.212-2, Evaluation � Commercial Items ; Lowest Cost and Technically Acceptable -� FAR Clause 52.212-4, Contract Terms and Conditions � Commercial Items; and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders � Commercial Items � Deviation for Simplified Acquisitions applies to this acquisition.� The offeror must include their Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size.� The clauses are available in full text at http://www.acquisition.gov/far/.� Vendors capable of furnishing the government with the products specified in this synopsis should submit a copy of their quotation to the below address or via email to robinsti@mail.nih.gov.� Offers must also be accompanied by descriptive literature, delivery timeframe, warranties and/or other information that demonstrates that the offer meets all the foregoing requirements.� Quotations will be due fifteen calendar days from the publication date of this synopsis or by February 13, 2020 before 9:00am EST. via email or postal mail.
