Description
This is a Notice of Intent, not a request for proposal. The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with Mediso, Inc., Arlington, VA 22209 to procure a MultiCell imaging chamber and a MultiCell 4 channel monitoring kit which are both accessories for the Mediso PET/CT Scan. The Tuberculosis Research Section (TBRS) is a multidisciplinary group of research scientists comprised of biologists, chemists, and clinical researchers who share a common interest in TB. TBRS projects focus on understanding the scientific issues that facilitate the development of drugs that will make a genuine difference in the outcome for TB subjects globally. The TBRS relies heavily on Positron Emission Tomography Computed Tomography (PET/CT) Scanning in their mission to target TB. By simultaneously performing PET/CT scans, TBRS can monitorMtbinfections in subjects over time to correlate lung structure and functionalMtbactivity and measure the impact of new and existing chemotherapies. TBRS has developed the ability to monitor PET/CT changes in animal models of TB and are developingMtb-specific PET probes to improve this technology. The TBRS is seeking to add two parts to their existing MultiScan LFER equipment to meet the needs of this process. Place of performance is Bethesda, MD. The statutory authority for this sole source requirement is 41 U.S.C. 253 (c) (1) as implemented by FAR 6.302-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL. All responsible sources that could provide comparable services may submit a capability statement that will be considered by email (subject line to reference NOI-NIAID-2005193 to Rita Davis at rita.davis@nih.gov by 1:00 pm eastern standard time, February 10, 2020. All responses received by the closing date of this synopsis will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
