- The proposed Request for Proposal (RFP), 140P4320R0002, will consist of the following construction services for increased energy efficiency measures in support of the mission of Boston National Historical Park to preserve Old South Meeting House. This project will install insulation and upgrade existing skylights and tower doors in order to reduce heat loss through the uninsulated attic. A) Base Work includes installation of insulation in the attic of Old South Meeting House. Insulation is to be installed over the entire accessible area of the attic ceiling (underside of the wood roof deck) and the exposed masonry gable wall at the west end of the attic. in accordance with the Contract Documents. B) Option 1 includes all work to install rigid mineral wool insulation at the exposed masonry surface of the gable wall in the existing attic (west wall). C) Option 2 includes all work to upgrade the existing attic skylights and tower doors. Location of Work: Boston National Historical Park, Old South Meeting House. 310 Washington Street, Boston, Massachusetts. The order of magnitude for this project (inclusive of options) is estimated to be between $250,000 and $500,000. Tentative date for issuing the RFP is on or about February 18, 2020. Tentative closing date of the RFP is on or about March 20, 2020. Contract performance period for on-site work (inclusive of options) is within three months of Notice to Proceed. Plans will be available for inspection without charge as attachments to the RFP. Requests for the Request for Proposals shall be directed to view the entire RFP on the Governmentwide point of entry available via the Internet at http://www.fedbizopps.gov. Award is restricted to small businesses in accordance with Federal Acquisition Regulation (FAR) 6.203 -- Full and Open Competition After Exclusion of Sources, Set-Asides for Small Business Concerns. The RFP will be set-aside for 100% for Small Businesses under NAICS Code: 238310, Drywall and Insulation Contractors (SBA size standard $15M). The proposed RFP will utilize the Lowest Price Technically Acceptable Source Selection Process of FAR Part 15, Contracting by Negotiation. The Evaluated Factors will include Experience managing and satisfactorily completing a minimum of two (3) construction projects of similar size, scope and complexity involving historic buildings (buildings listed on or eligible for listing on the National Register of Historic Places). U.S. Dept. of Labor, Construction Wage Rate General Decision Numbers: MA20200001 shall apply. Solicitation documents, including technical data, will be available free of charge through the Governmentwide point of entry available via the Internet at http://www.fedbizopps.gov. All responsible sources may submit a response which, if timely received, must be considered by the agency.
