Page 74 of 74 Page 74 of 74 PRESOLICITATION SYNOPSIS Optician and Eyeglass Service Description of Services: The Department of Veterans Affairs, Network Contracting Office (NCO 17) has a requirement for the VHA Veteran Integrated Service Network 17. The Contractor shall be required to furnish optician and eyeglass services for VISN 17 to include all the necessary and appropriate labor, supervision, materials, equipment, and supplies in accordance with the terms and conditions of the resulting contract and the specifications and requirements, as specified herein. The NAICS code is 621320 - Offices of Optometrists. The size standard is $7.5 Million. The contract type will be a 10- year Indefinite Delivery/Indefinite Quantity (IDIQ) contract Firm Fixed Price. The total contract period shall not exceed 10 years. The solicitation will be posted to FedBizOpp website on or about February 3, 2020. This date is subject to change. All vendors must be registered in the System for Award Management database (www.SAM.com). To be eligible for award the SDVOSB must be considered small under the relevant NAICS code. SDVOSB contractors must be verified and viewable in VetBiz www.vip.vetbiz.gov prior to submission of proposal and prior to award of contract. Status as a qualified SDVOSB concern is under the authority of 38 CFR Part 74 in accordance with the VA Acquisition Regulation (VAAR) Part 819. Eligibility determination is performed by the Center for Veterans Enterprise (CVE). Eligible SDVOSB concerns must also be registered at the following websites: Important Notice: Prior to submitting a proposal under this SDVOSB set- aside solicitation, offerors must apply for and receive verification from the Department of Veteran Affairs Center for Veterans Enterprise (CVE) in accordance with 38 CFR Part 74 and VAAR 819.70 by submission of documentation of Veteran status, ownership and control sufficient to establish appropriate status. Al offerors are urged to contact the CVE and submit the required documents to obtain CVE verification of their SDVOSB status if they have not already done so.
