- Amendment 0002 (01.30.2020) Updated Statement of Work (SOW) and Respond to Request for Clarification 5-6. Amendment 0001 (01.29.2020): Update Statement of Work (SOW) and Respond to Request for Clarification 1-4 Information for Potential Offerors: The Regional Maintenance Center at Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS&IMF), Bremerton, Washington intends to award a stand along Firm-Fixed Price (FFP) contract to accomplish maintain, repair and preservation of YON-314. YON-314 has the following specifications. YON-314 Fuel Oil Barge Characteristics Built by: Orange Shipbuilding Co. Length: 148 FT Draaft 10 Ft � 0 IN Width: 35 FY � 0 IN Full Displacement: 1086 L Tons Age: 26 YRS Light Load: �328 L Tons Hull Type: Steel The contractor�s facility must possess the capability of accommodating one (1) YON-314 Fuel Oil Barge with the dimensions as stated above. Coordinate with the Contracting Officer, via the Contracting Officer�s Representative (COR) to deliver the vessel from Government facility at Puget Sound Naval Shipyard (PSNS) in Bremerton, WA to the Contractor�s facility. Dock, wash, and clean the exterior surfaces of the vessel upon docking. Install new zinc anodes. Accomplish Hull and Freeboard preservation. Accomplish Hull VT/UT inspection. Accomplish Tank/Void repairs. Accomplish Trunk and Hatch repairs. Accomplish Tank/Void air test. Accomplish Main Deck non-skid preservation. Accomplish Main Deck VT/UT inspection. Accomplish inspection of cofferdam drain plugs. Accomplish Mechanical Deck House non-skid preservation. Accomplish Cargo Piping preservation. Accomplish Cargo Piping modification. Accomplish gage functional check. Undock the vessel. Arrange and coordinate the delivery of the vessel to the Government facility in Everett, WA, with the Contracting Officer via the COR. Note: Pick up and drop off vessel locations are not the same facility. The Period of Performance is scheduled to be 03 June 2020 to 26 August 2020 This is a 100% small business set-aside under the North American Industry Classification System (NAICS) 336611, size 1,250 employees. The Government intends to post a request for proposals in January 2020 and anticipates award of the Firm-Fixed Price, stand-alone contract in March 2020 to the responsible contractor on a lowest price, technically acceptable basis in accordance with, but not limited to, the Federal Acquisition Regulation (FAR) 15.101-2. All offerors must be registered with the System for Award Management (SAM) to receive award of Government contracts. Offerors are advised also that SAM representations and certifications can be completed electronically via the System for Award Management website at https://www.sam.gov.
