- Description
- The Maryland Air National Guard intends to issue an Request for Proposal to award a single firm fixed-price contract to replace forty-eight (48) existing High Pressure Sodium (HPS) pole-mounted fixtures located on four (4) existing-to-remain airfield mast poles with new long-life, high-efficiency light fixtures (LED). Contractor shall provide all personnel, labor, equipment, tools, materials, licenses and permits, supervision, and quality control necessary to perform and execute the following work: an inspection of airfield mast poles, demolition of old infrastructure, installation of conduit, creation of a site lighting design, preparation of a site photometric analysis, modifications to existing control/automation systems, installation of surge protection devices, construction of a lighting arrest system, and the design/installation of appropriate mechanical bird deterrents. Obstruction lighting will also be provided. Overall, the Contractor shall provide a fully operational airfield lighting system capable of achieving required lighting levels across the apron and ramp which satisfies all applicable federal, state, and local criteria. The contract duration is 120 days after NTP. This project is set aside 100% for Small Business. The North American Industry Classification (NAICS) Code is 238210, with a size standard of $15,000,000.00. The magnitude is between $250,000 and $500,000. Your attention is directed to FAR Clause 52.219-14 (b) (4) LIMITATIONS ON SUBCONTRACTING which states �By submission of an offer and execution of a contract, the Offeror /Contractor agrees that in performance of the contract the concern will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees�. The tentative date for issuing the solicitation is on-or-about 15 Mar 2020. Refer to the solicitation for actual dates and times when the solicitation will be due. Interested offerors must be registered in the System for Award Management (SAM). To register go to www.sam.gov. You will need your DUNS number register. Instructions for registering are on the web page (there is no fee for registration).
