- The Department of Veterans Affairs (VA) intends to award a sole source firm-fixed price purchase order to Online Data Exchange, LLC, located at 12276 San Jose Boulevard, Jacksonville, Florida 32223, for access to a web-based automated system, for the Department of Veterans Affairs (VA) Debt Management Center (DMC). Online Data Exchange, LLC is a web-based automated system, created by national credit reporting agencies (CRAs) called e-OSCAR. e-OSCAR is the only web-based automated system that enables data furnishers and CRAs to electronically respond to consumer credit history disputes within the timeframes mandated in Section 611 (a)(1 )(A) of the Fair Credit Reporting Act (FCRA). The FCRA requires CRAs to investigate disputes and respond back to a consumer within 30 calendar days from the date a dispute is submitted. e-OSCAR has sole capability to help identify Veterans, members of the Armed Forces, and family members who incur debts as a result of their participation in VA compensation, pension, and education programs as well as home loans. The online automated system includes the four recognized CRAs: Equifax, Experian, Innovis, and TransUnion, as well as independent credit bureaus and mortgage reporting companies. The system supports automated credit dispute verification and automated universal data form processing. The system also allows data furnishers to send out-of-cycle credit history updates to the CRAs. This notice of intent is not a request for competitive quotations; however, all quotations/responses received within one (1) days of the issuance of this notice will be considered by the Government; January 29, 2018 @ 3:00 pm CST. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely to determine whether to conduct a competitive procurement.
