Description
USACE, Engineer Research and Development Center (ERDC) Contracting Office intends to issue a sole source award to NortekUSA, Inc, 21 Drydock Ave, Ste 740E, Boston, MA 02210-4508 to purchase nine Nortek Vectrino units.� The units contain the following characteristics: Vectrino, lab version Vectrino standard firmware 4-beam side-looking probe (2D3D) Lab probe mounted on 1-m cable Housing with 12-pin underwater connector 10-m Vectrino Cable with 12-pin underwater connector RS232 with USB Converter Vectrino professional transportation and storage case � The purchase will also include 9 Vectrino spares in the form of 50-m Vectrino cable w 12-pin underwater connector RS232 w.analog. � Specific Characteristics that must be adhered to are: � The velocimeter must have a low profile and be positioned as close to the bed as possible. This deployment requires measuring velocity within an extremely short distance of the probe. The sensor must be able to get low to the ground. The sensor must be able to sample data up to high frequencies, ranging from lab specifications to ocean environments in order to capture high dynamic phenomena. The sensors have to be able to be cabled and powered in real time. There should be acoustic frequencies of 10 MHz to perform in this environment with resolution at a linear scale and a dynamic range of 25 dB. The instrument also should have software to direct its commands, configure it, plan its deployments, and prepare its data for retrieval. The sensors have to collect high resolution data in cm-scale water depths from a close proximity while also surviving the extreme surfzone environment. To achieve these accuracies, accuracy measurements should be within 0.5% of the measured value (1 mm/s). The instrument must survive continual deployment in the surf zone while collecting precise data in real time. � This Notice of Intent is for information purposes only. The Government intends to procure from only one source under the authority of FAR 13.106-1(b)(1)(i). This is not a request for competitive quotes or proposals and no solicitation is available. � This acquisition is being conducted under simplified acquisition procedures. There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System (NAICS) 334513, Instruments and Related Products Manufacturing for Measuring, Displaying, and Controlling Industrial Process Variables, with a Small Business Size Standard of 750 employees. All sources eligible to provide this supply must respond in writing. Responses must be supported with clear and convincing evidence to clearly articulate the ability to provide the supply as outlined above. The contractor must also provide a description of their past experience in fulfilling requirements which are the same or similar to this requirement and references for each.� A request for documentation will not be considered as an affirmative response. If no responses are received within seven calendar (7) days after publication of this notice, to the effect that comparable services are available, and that it is more advantageous to the Government than obtaining this product through a sole source contract, then a sole source acquisition award will be made. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.� Oral communications are not acceptable in response to this notice.
