Background: The TVAMC Outpatient Pharmacy currently has no system in place to notify (by phone, text, and email) patients when their prescriptions are ready. Also, for medication recalls, manual letter printing/mailing is a cumbersome and time-consuming task that could be eliminated by use of an electronic system. Controlled substances in the VA require a 72-hour inventory and a perpetual inventory as use occurs. Currently, these medications are stored in the vault on open shelves and the inventory and review for upcoming expiration dates is a tedious manual task. A secure electronic storage system would eliminate the need for manually checking expiration dates and would maintain the inventory more efficiently and with a smaller footprint than current practice, freeing up the vault technicians for other duties. Purpose and Objective: The contractor shall provide a lease agreement for the GSL Cabinet Secure Medication Storage, Dispensing System and GSL IntelliSys Management Operating System 2.0. This includes: one IntelliCab, four-drawer Will Call Storage Cabinet, two IntelliVault four drawer-controlled drug storage cabinets, six IntelliPads, and eight barcode scanners configured to the IntelliCab System. The system will securely store OIG high-diversion medications, controlled substances maintaining inventory and expiration dates, and prescriptions awaiting pickup while also eliminating the need for the Outpatient Pharmacy window technician to leave the pickup window unattended and decrease interruptions in the vault. Anticipated Period of Performance: March 31, 2020 March 30,2021 Single Source Circumstances: The VA, Veterans Health Administration (VHA), currently utilize the GSL Cabinet Secure Medication Storage and Dispensing System via the current vendor GSL Solution, Inc. In the interest of increasing efficiency, security, accuracy and most importantly veterans health care information safety across multiple VA Pharmacies, the Government is pursuing a sole-source procurement. The GSL IntelliCabs/IntelliVaults enhances the Veteran's experience by notifying the Veteran by phone, text, and or email that his or her medication is ready for pick-up. In addition, HIPAA compliance risks and fines are significantly reduced due to a reduction in patient mis-picks . Intellicabs/ Intellivaults provide a secure storage area for both controlled substances and other high value prescriptions to minimize internal diversion of filled prescriptions. In addition, the system provides complete pharmacy staff member accountability, including activity and physical location, from prescription intake to final patient receipt, and allows for multiple staff to access the system simultaneously. Additional Information: The applicable North American Industry Classification System (NAICS) code 423450 - MEDICAL, DENTAL, AND HOSPITAL EQUIPMENT AND SUPPLIES MERCHANT WHOLESALERS is most appropriate for this requirement. The size standard is 200 employees. The Product Service Code (PSC) is 6515 Medical and Surgical Instruments, Equipment and Supplies. THIS IS NOT A REQUEST FOR A COMPETITIVE QUOTE. Any response to this notice must be submitted in writing to the Government and show clear and convincing evidence that another source is capable of meeting the Government s requirements and that competition of the requirement would be advantageous to the Government. Respondents must also include their Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. Respondents must have an active registration in the System for Award Management (SAM) www.sam.gov. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement.
