Description
Synopsis The U.S Department of Veteran Affairs (VA), Office of Procurement, Acquisitions, & Logistics (OPAL), Strategic Acquisition Center-Frederick (SAC-F), in accordance with Federal Acquisition Regulation (FAR) 13.106-1(b) intends to solicit and award a single source contract to Dalzell USA Medical Supplies, Inc., 5403 O Bannon Rd., The Plains, VA 20198, a Woman-Owned Small Business (WOSB), for Sexual Health and Fertility Services on behalf of the VA, Veterans Health Administration (VHA), Innovation Ecosystem, Office of Discovery, Education, and Affiliate Networks (DEAN), Innovators Network (iNET). Background The Department of Veterans Affairs (VA), VA St Louis Health Care System has a requirement for equipment and supplies to provide sexual health and fertility services for Veterans with Spinal Cord Injuries. Purpose and Objective The contractor shall provide equipment and supplies to provide sexual health and fertility services for veterans with ejaculatory failure due to spinal cord injury (SCI). The supplies required include items such as an electroejaculator unit, high-power penile stimulatory vibrators, and positioning wedges. This requirement is part of an initiative to empower veterans with innovative solutions for diverse problems. The medical supplies for this requirement are critical to empowering veterans with a Spinal Cord Injury (SCI) to reproduce and plan a family. Anticipated Period of Performance Delivery shall occur within 30 days after receipt of order. Single Source Circumstances The Department of Veterans Affairs (VA) has awarded two contracts to Dalzell USA Medical Supplies, Inc in the past for the equipment listed in this requirement. The Seager Model 14 Electroejacualator was invented by the owner of Dalzell USA Medical Supplies, Inc, Dr. Stephen Seager, and this vendor is the only source for manufacturing, distribution, and training for the equipment worldwide. Additional Information The North American Industry classification (NAICS) Code is 339112, Surgical and Medical Instrument Manufacturing with a size standard of 1,000 employees. THIS IS NOT A REQUEST FOR A COMPETITIVE QUOTE. Any response to this notice must be submitted in writing to the Government and show clear and convincing evidence that another source can meet the Government s requirements and that competition of the requirement would be advantageous to the Government. Respondents must also include their Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. Respondents must have an active registration in the System for Award Management (SAM) www.sam.gov. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement.
